Village of Westfield Village Board met July 1.

Here is the minutes provided by the board:

Members Present: Bill Fouty, Aaron Hacker, Jim Dollahan, Quincy Blanchard, Nate Evans, Seth Edwards, Scott Adams

Members Absent: None

Others Present: Supt. Blake Coartney, Treasurer Sherry Robison, Rob Robison, Chief Duvall, Carl Baker, Marie Finney

Call to Order: Meeting called to order by Mayor Fouty at 7:00 p.m.

Roll Call: Fouty, present, Adams, present, Edwards, present, Evans, present, Hacker, present, Dollahan, present, Blanchard, present

Pledge of Allegiance: Given

Approve June Regular Minutes: Dollahan made motion to accept the minutes of the regular meeting. Hacker seconded the motion. Motion carried. Approved

Approve Payment of Bills: Motion to accept payment of bills was made by Evans, seconded by Adams. Fouty, aye, Adams, aye, Edwards, aye, Evans, aye, Hacker, aye, Dollahan, aye, Blanchard, aye. Motion carried. Approved.

Approve Financial Statement: Evans made motion to accept the financial statement. Hacker seconded the motion. Motion carried. Approved.

Approve Transfer of Funds: None

Citizens Comments: Carl Baker made a complaint about the speed of traffic in front of his house. Chief Duvall suggested a speed bump to slow traffic down. Mayor Fouty asked Supt. Coartney to check into getting a speed bump.

Discuss and Approve Committee Reports: None

Discuss and Approve Police Report: Reviewed. Discussion took place about the Ordinance on farm animals and barbed wire. Chief Duvall suggested to the board that they strike down the ban on barbed wire due to many citizens having it in town and the hardship removing it would cause. Board agreed. Other properties were discussed. Hacker made the motion to accept the police report. Blanchard seconded the motion. Motion carried. Approved.

Discuss and Approve Utility Superintendent’s Report: Report discussed. Hacker asked which roads are to be oiled and chipped. Dollahan asked why all 3 of the summer help always appeared to be working together. Evans made the motion to accept the utility superintendent report. Adams seconded the motion. Motion carried. Approved.

Discuss and Approve the Appropriation Ordinance: Hacker made the motion to approve the Appropriation Ordinance. Dollahan seconded the motion. Fouty, aye, Adams, aye, Edwards, aye, Evans, aye, Hacker, aye, Dollahan, aye, Blanchard, aye. Motion carried. Approved.

Discuss and Approve Expenditure of Mill Creek Money: Fund disbursement was discussed. The board agreed to spend $3000 on a wireless scoreboard for the ball diamond and the remainder on park improvements. Adams made the motion to approve the expenditure of Mill Creek money on a new scoreboard and park improvements. Hacker seconded the motion. Fouty, aye, Adams, aye, Edwards, aye, Evans, aye, Hacker, aye, Dollahan, aye, Blanchard, aye. Motion carried. Approved.

Discuss and Approve Lease Agreement for the Mini Excavator: Supt. Coartney informed the board of the many uses of a mini excavator and the deal that Birkey’s was offering. Dollahan stated that he would like to see a second quote from another dealer. Dollahan made the motion to table until the next meeting. Adams seconded the motion. Motion carried. Approved.

Other Business: Marie Finney from WIL stated that they would like to see the park made handicap accessible. Mayor Fouty told her that they had been working on a plan for that to happen. Chief Duvall asked if a memorial could be placed in the park to honor Matt D’Arcy and Brandon Brewer. This item will be placed on next month’s agenda. Mayor Fouty asked for a finance committee meeting on July 29 @ 7 pm.

Adjourn Meeting: Adams made the motion to adjourn the meeting at 8:30 p.m. Dollahan seconded the motion. Motion carried. Approved.
