City of Villa Grove City Council met June 24.

CALL TO ORDER-ROLL CALL 

The City Council of the City of Villa Grove met in regular session on Monday, June 24, 2019, in Council Chambers. Mayor Eversole-Gunter called the meeting to order at 6:00 p.m. Roll call found the following members present: Alderman Hooker, Johnson, Blaney, Allen, Griffith and Garrett. Junior Alderman Hutchison, Clerk Osborne, Scott Arbuckle, and Randy Lake from Public Works were also present. Various Public members were in attendance.

PLEDGE OF ALLEGIANCE -The Mayor stood and led all attendees in The Pledge of Allegiance.

APPROVAL OF the MINUTES OF THE LAST REGULAR COUNCIL MEETING HELD ON 6/10/19-Alderman Allen motioned to approve the minutes of the last regular council meeting held onJune 10, 2019. Alderman Hooker seconded the motion. Roll call: Hooker, yea, Johnson, yea, Blaney, yea, Allen, yea, Griffith, yea, Garrett, yea, JA Hutchison, yea. Motion carried.

APPROVAL OF the CLOSED MINUTES OF THE LAST REGULAR COUNCIL MEETING HELD ON 6/10/19-Alderman Allen motioned to approve the closed minutes of the last regular council meeting held on June 10, 2019. Alderman Johnson seconded the motion. Roll call: Hooker, yea, Johnson, yea, Blaney, yea, Allen, yea, Griffith, yea, Garrett, yea, JA Hutchison, yea. Motion carried.

APPROVAL OF CLAIMS FOR PAYMENTS IN THE AMOUNT OF $182,474.56-Alderman Blaney motioned to approve the payment of claims in the amount of $182,474.56. Alderman Johnson seconded the motion. Roll call: Hooker, yea, Johnson, yea, Blaney, yea, Allen, yea, Griffith, yea, Garrett, yea, JA Hutchison, yea. Motion carried.

ENGINEERING REPORT-No report

COMMITTEE OF THE WHOLE REPORTS-Alderman Allen and Johnson both expressed thanks to all who volunteered and worked the clean up days on June 21 and 22, 2019. It was successful. Comments were also made about the July 7th celebration and everyone is encouraged to attend.

MAYORAL REPORT-Fehr-Graham hosted a lunch on Thursday for the civic groups in Villa Grove to give a tour of the new water plant. The day was well received by all who attended. The Mayor also reported in the July 7th activities among which are a Homerun Derby, Free Ice Cream, Food vendors, Inflatables, music, and a bike parade as well as some kiddie tractor pulls and much more. Fun for the entire family will begin at 2 pm at Richman Park on Sunday, July 7, 2019, and will end with the Fireworks display at dark.

PUBLIC COMMENTS- Andy Kiser made voiced some concerns he had. John Massie inquired about the land where the demo derby is held at Richman Park and who owns it. He was told the city owns this property. No further comments were made.

BUSINESS

1. Approve quotes from Thomas Electric for the ESC weather vanes-$1200- A consensus was given at the previous council meeting to approve Thomas Electric doing the work for the installation of the weather vane on the new ESC building in the amount of $1200. Alderman Allen motioned to approve the quote for Thomas Electric. Alderman Hooker seconded the motion. Roll call: Hooker, yea, Johnson, yea, Blaney, yea, Allen, yea, Griffith, yea, Garrett, yea, JA Hutchison, yea. Motion carried.

2. Approval of a quote for the fence around new water plant-Alderman Allen motioned to approve the bid submitted by Hohulin Fence Company in the amount of $18,191.70. Alderman Johnson seconded the motion. Roll call: Hooker, yea, Johnson, yea, Blaney, yea, Allen, yea, Griffith, yea, Garrett, no, JA Hutchison, yea. Motion carried.

3. Approve IEPA Highway Authority Agreement for 16 East Monroe Street

Alderman Allen motioned to approve the agreement with IEPA Highway Authority. Alderman Garrett seconded the motion. Roll call: Hooker, yea, Johnson, yea, Blaney, yea, Allen, yea, Griffith, yea, Garrett, yea, JA Hutchison, yea. Motion carried.

4. Approval to promote part time seasonal Laborer to Full time status effective July 1, 2019-Alderman Allen motioned to approve promoting a seasonal part time employee to full time permanent status as of July 1, 2019.. Alderman Garrett seconded the motion. Roll call: Hooker, yea, Johnson, yea, Blaney, yea, Allen, yea, Griffith, yea, Garrett, yea, JA Hutchison, yea. Motion carried.

5. Approval of hiring full time Laborer 1 for the Public Works department effective July 1, 2019-Alderman Hooker motioned to approve the hiring of a full time Laborer 1 for Public Works Department effective July 1, 2019. Roll call: Hooker, yea, Johnson, yea, Blaney, yea, Allen, yea, Griffith, yea, Garrett, yea, JA Hutchison, yea. Motion carried.

EXECUTIVE SESSION-Alderman Blaney motioned to move to closed session at 6:35 pm, according to Section 2(c)(1) of 5 ILCS/120/2 Exceptions to the Open Meetings Act for the appointment, compensation, discipline, of specific employees and 2(c)(2) for Collective negotiating matters between the city and its employees, and 2(c)(3) The selection of a person to fill a public office, or the discipline, performance, or removal of the occupant of a public office, when the public body is given the power to remove the occupant under law or ordinance. Alderman Garrett seconded the motion. Roll call: Hooker, yea, Johnson, yea, Blaney, yea, Allen, yea, Griffith, yea, Garrett, yea. Motion carried. Further action will be taken upon returning to open session. Council returned to open session at 8:10 pm and took the following actions:

6. Approval Ordinance No. 2019-MC08 - An Ordinance Authorizing the Mayor to Execute the Collective Bargaining Agreement Between the City of Villa Grove and the Teamsters Local 26 for the Public Works Dept/Administrative Office Bargaining Unit and Granting the Mayor and City Administrator Certain Powers Regarding Collective Bargaining-Alderman Hooker motioned to approve Ordinance No. 2019-MC08. Alderman Johnson seconded the motion. Roll call: Hooker, yea, Johnson, yea, Blaney, yea, Allen, yea, Griffith, yea, Garrett. Motion carried.

7. Ordinance No. 2019-MC09 - An Ordinance Authorizing the Mayor to Execute the Employment Agreement by the City Of Villa Grove for the Position of Director of Public Works-Alderman Allen motioned to approve Ordinance No. 2019-MC09. Alderman Blaney seconded the motion. Roll call: Hooker, yea, Johnson, yea, Blaney, yea, Allen, yea, Griffith, yea, Garrett. Motion carried.

ADJOURNMENT-With no further business, Alderman Hooker motioned to adjourn the meeting at 8:15 p.m. Alderman Blaney seconded the motion. Roll call: Hooker, yea, Johnson, yea, Blaney, yea, Allen, yea, Griffith, yea, Garrett. Motion carried.
