City of Newton City Council met June 18.

1. CALL TO ORDER: Mark Bolander, Mayor
Mayor Mark Bolander called the meeting to order.
2. PLEDGE OF ALLEGIANCE led by Alderman Marlene Harris.

Motion was made by Reisner, seconded by Harris, to adopt the amended agenda.

5. APPROVAL OF REGULAR MINUTES of June 4, 2019:
Motion was made by Reisner, seconded by Glumac, to approve the minutes of the June 4, 2019 meeting of the Newton City Council.

6. APPROVAL OF BILLS & ACCOUNTS PAYABLE
Alderman Harris reviewed the pre-paids in the amount of $135,111.48 and the bills and accounts payable earlier today and make a motion to approve the pre-paids and authorize payment of the bills and accounts payable in the amount of $116,700.02.
Brooks seconded the motion.

8. OLD BUSINESS:
a. Consider and act on all of the proceeds from Peterson Park on Saturday, June 29th will go to the Riverwalk project
Motion was made by Brown, seconded by Harris, to authorize all of the proceeds from Peterson Park on Saturday, June 29th to go to the Riverwalk project.

Committee Meeting 6-12-19
Harris/Finance/Riverwalk Committee Meeting 6-12-19: Rick Lindemann donated the brochures/flyers. Discussed the Peterson Park Riverwalk Day is June 29th. All of the day’s proceeds will go to the Riverwalk Fund. Discussed potential donors list and assigned persons to contact them. Amanda is going to give everyone a brief summary of the project with statistic. Adjourned 12:06 pm
11. STATEMENTS:
Council Members:
Glumac: On Sunday June 16th the Ameren outage blacked out the City. The utility departments staged and used their emergency generators. But City Hall’s generator failed to auto-start, this the second time this has happened in less than a year. The failure of City Hall’s generator is a public safety concern, because there is no radio communication and that generator is the back-up to the 911 system.
Brown: The sealing of the tennis courts is delayed because of the rain. Brad is going to call a Park and Cemetery Committee Meeting to discuss the Ives Mausoleum repairs. Nothing from Police Department.
Reisner: He attended the Embarras Watershed meeting today in Greenup. They have the grant and pledges for the local 40% shared cost.
Blake: No comment
Harris: Gave the Billing and Leak Adjustment Report to the Council and reported there 215 delinquent notices mailed today. She attended the Burl Ive’s Birthday in the Park Celebration and it was very entertaining. She also attended the Summer Fest on the Square. There was a lot of people and a lot of fun.
City Attorney: No comment
City Treasurer: The appropriation hearing and ordinance is in July.
City Clerk: Water Department PO # 6510 revised
Motion was made by Brooks, seconded by Reisner, to authorize Water Department purchase order #6510 Revived for $1,102.99 to Tractor Supply Co.

There was a meeting at the Chamber with John Stone and Clinton Bergbower (IDOT) to discuss parking, shuttle for people parking at High School and cruise route to Sam Parr Park for the Corvette Funfest 2019-Fun Run Road Tour to Newton.
He discussed with Clinton Bergbower (IDOT), the City’s concerns about the intersection by the new Dollar General location and Casey’s and the need for a stop light.
Sale’s Tax is going to 7.25% on July 1, 2019.

13. EXECUTIVE SESSION: Litigation, potential litigation, sale of real estate and personnel.
Motion was made by Reisner, seconded by Glumac, to go out of open session and into closed session to discuss litigation, potential litigation, sale of real estate and personnel pursuant to the exceptions section of the Open Meetings Act pertaining to those areas of discussion.
