City of Martinsville City Council met June 19.
Here is the minutes provided by the council:
Roll call was answered by the following council members and elected officials: Chris Davidson, John Skinner and Troy Propst with Chris Perry, Melinda Lovell and Preston Rukes absent. Also in attendance were Mayor Herman Davidson, Clerk Marlene Wilhoit and newly appointed Treasurer Teresa Connelly. Employees and citizens in attendance are attached to the back of the minutes.
Teresa Connelly was sworn in by the Clerk to fill the remaining 2 years elected term of City Treasurer. To present a quorum of members for a meeting the Mayor will vote as the 4th person for this meeting.
*Motion by C Davidson 2nd by J Skinner to approve minutes from 5-22-19 council meeting. Upon roll call vote all alderman present voted for the motion, (4)
*The Treasurer’s report was not finished due to finalizing FY19 and getting books in order with the help of the program support staff.
*Motion by J Skinner 2nd by T Propst to approve May 2019 bills payable June 2019 in the amount of $82,102.25. Upon roll call vote all alderman present voted for the motion, (4)
*Motion by C Davidson, 2nd by J Skinner to approve Ordinance No. 2019-6-1 titled: “An Ordinance Concerning the Sale of An Item of Personal Property Owned by the City of Martinsville.”
Upon roll call vote all alderman present voted for the motion, (4)
*Motion by C Davidson, 2nd by T Propst to approve Resolution R2019-6-1 titled: “Resolution Ascertaining the Prevailing Rate of Wages for Laborers, Workers and Mechanics Employed in Public Works.”
Upon roll call vote all alderman present voted for the motion, (4)
The following bids were received for the removal of 6 certain trees in the City:
Maxey Tree Service $2,200
Wayne’s Tree Service $2,205
L & M Tree Service $2,500
Epperson Tree Service $3,150
*Motion by T Propst, 2nd by C Davidson to accept the bid of $2,200.00 from Maxey’s Tree Service. Upon roll call vote all alderman present voted for the motion, (4)
Council reviewed the proposed FY 2020 appropriation ordinance figures and will schedule a finance committee meeting for June 26, 2019 @ 7PM to review further to have ready for passage in July.
PUBLIC COMMENTS:
Council members voiced their concerns on ditching throughout the city and would like to see work in that area and also maybe implementing a savings plan that might allow the City to build a building that is big enough to house all departments and equipment.

All council members present voted for the motion.
