City of Martinsville City Council met May 8.

Here is the minutes provided by the council:

Roll call was answered by the following council members and elected officials: Chris Davidson, Melinda Lovell, Troy Propst and John Skinner with David Doran and Mike Cribelar absent. Also in attendance were Mayor Herman Davidson, Clerk Marlene Wilhoit and Treasurer Melinda Owen. Employees and citizens in attendance are attached to the back of the minutes.

**Motion by J Skinner 2nd by M Lovell to approve minutes from 4-24-19 council meeting. Upon roll call all council members present voted for the motion. (4)

**No treasurer report was presented but should be ready by next meeting.

**Motion by C Davidson 2nd by T. Propst to approve April 2019 bills payable May 2019 in the amount of $79,090.10.

Upon roll call all council members present voted for the motion. (4)

With no other Public Comments:

**Motion by T Propst 2nd by C Davidson to adjourn meeting @ 7:05PM. Upon roll call all council members present voted for the motion. (4)

At this time Clerk L Marlene Wilhoit swore in the following new council members: Melinda Lovell, Troy Propst, Chris Perry and Preston Rukes.

MINUTES OF THE SECOND CITY COUNCIL MEETING HELD ON MAY 8, 2019 IN THE CITY COUNCIL CHAMBERS OF MARTINSVILLE, ILLINOIS.

Roll call was answered by the following council members and elected officials: Chris Davidson, Chris Perry, Melinda Lovell, Troy Propst, John Skinner and Preston Rukes. Also in attendance were Mayor Herman Davidson, Clerk Marlene Wilhoit and Treasurer Melinda Owen. Employees and citizens in attendance are attached to the back of the minutes.

**Motion by C. Davidson, 2nd by P. Rukes to approve the appointment by the Mayor of the following committees:

Utilities committee: Davidson Rukes Skinner

Budget & Finance committee: Propst Davidson Lovell

Street & Alley committee: Rukes Skinner Perry

Economic Development/

City Hall Committee: Lovell Propst Davidson

Police Committee: Skinner Perry Propst

Parks Committee: Perry Lovell Rukes

Upon roll call all council members present voted for the motion. (6)

Discussion was held concerning the playground equipment at Veteran’s Park and Toner Field. Would like to consider something for smaller children to play on. The insurance company will be contacted as to rules and this will be turned over to the Parks Committee for follow up.

Discussion was held concerning trees in town that need removed, stumps that need removed and trees to be replaced. A list of trees will be prepared for bids to be received and opened on June 19th. The stump grinding fell behind due to weather and the Mayor would like to get the Arbor Committee to take over tree planting recommendations.

The Summer Rec Committee will be installing a plaque at the home dugout on the Pad/Wil Park Softball field in memory of Audrea Truelove who lost her life in a car accident February 23, 2019 at the age of 19.

PUBLIC COMMENTS:

Chief Slater presented a quote on upgrades to the computers, docking stations, anti-virus software and configuration service for E-citation tickets writing capabilities from CDS Office Technologies, and asks that this be put on June agenda for consideration.

The Mayor supplied council with a list of names that have received mowing letters.

M. Lovell will be calling an Economic Development Committee meeting for May 15th @ 7PM Consideration on a new roof at the Gas Department building needs put on next agenda.

C Davidson questioned a “No Parking” sign that was attached to a utility pole near the Fire House. The sign will be removed. IftheFireDeptboardoftrusteeswouldliketoapproachcouncilaboutnoparkinginfrontofthefire station it will be addressed properly.
