Village of Willow Springs President and Board of Trustees met May 23.

Here is the minutes provided by the board:

President John Carpino called the meeting to order at 7:00 p.m.

Roll Call: Present: President John Carpino, Trustees: Terrence Carr, Michael Kennedy, Ernie Moon, Melissa Neddermeyer, and Fred Posch. Absent: Trustee Thomas Birks

Also Present: Administrator Brent Woods, Clerk Mary Jane Mannella, Attorney Erik Peck, Public Works Director Keith Grantland, Building Commissioner Bruce Zartler, Engineer Dan Lynch and Sergeant Michael Giorgetti.

President Carpino led the Pledge of Allegiance.

PRESENTATIONS:

None.

MINUTES:

Motion by Trustee Posch, second by Trustee Carr to approve the minutes of the combined Committee and Board Meeting of May 9, 2019. ROLL CALL: ALL AYES. Motion Carried.

PRESIDENT REPORT:

Motion by Trustee Moon, second by Trustee Posch to:

Re-appoint William Tortoriello as Commissioner of the Planning and Zoning Commission for a term expiring April 30, 2022,

Re-appoint Irene Haugen as Commissioner of the Planning and Zoning Commission for a term expiring April 30, 2022,

Appoint Neil Anderson as Commissioner of the Planning and Zoning Commission for a term expiring April 30, 2021,

Appoint Niki Chibucos as Commissioner of the Beautification Commission for a term expiring April 30, 2022,

Appoint Bozena Murawski as Commissioner of the Beautification Commission for a term expiring April 30, 2022.

ROLL CALL: ALL AYES. Motion Carried.

President Carpino congratulated the Willow Springs School 8th graders, graduating this evening. Due to threats made against the Argo High School graduation ceremony, that ceremony was postponed. Our officers assisted with the situation. The ceremony has been rescheduled at Seat Geek Stadium.

ADMINISTRATOR REPORT:

Administrator Woods wanted to make mention that last week was Peace Officer Memorial Week and thank all of our police officers. This week is Public Works Appreciation Week and Administrator Woods asked Director Grantland to extend his thanks to the Public Works staff for all of their hard work. He wished everyone a safe and happy Memorial Day.

WEST SUBURBAN WATER COMMISSION:

Work has begun on the water main reconstruction project. The rain is making things challenging, but they remain on schedule.

The water commission will be sealcoating the parking lot for $4095. The remodeling of the back offices is complete and on budget.

CLERK REPORT:

Our Memorial Day Ceremony will take place on Monday at 11 a.m. on the corner of Archer and Willow Springs Rd. Please come out and join your neighbors in remembering those who have served.

Don’t forget that our village wide garage sale is coming up June 20th through the 23rd.

Finally, congratulations to all of the grammar school, high school, and college graduates.

ENGINEER REPORT:

ATTORNEY REPORT:

No report.

BUILDING AND ZONING COMMITTEE:

No report.

FINANCE AND ADMINISTRATION COMMITTEE:

Motion by Trustee Posch, second by Trustee Moon to approve the warrants dated May 23, 2018 as read. ROLL CALL: ALL AYES. Motion Carried.

LICENSE AND FRANCHISE COMMITTEE:

Motion by Trustee Moon, second by Trustee Carr to approve the sign permit for GiGi’s Place – 8406 Archer Ave. ROLL CALL: ALL AYES. Motion Carried.

MUNICIPAL BUILDINGS AND GROUNDS COMMITTEE:

No report.

PUBLIC SAFETY COMMITTEE:

Trustee Neddermeyer informed the board that a 3rd ambulance has been added by Tri-State and will reside at the Willow Springs station on June 1st or June 8th.

PUBLIC WORKS COMMITTEE:

Director Grantland talked about flooding and drainage issues caused by the excessive rain and steps being taken to resolve any problems.

NEW BUSINESS:

No report.

OPEN FLOOR:

George Bartik (610 Charleton) wants the Forest Preserve to cut back the underbrush on the corner of Willow Springs Rd and Archer Ave. Administrator Woods has spoken to his contacts at the Forest Preserve District and they will get to the area when they can.

Carole Valdez (107 N Nolton) asked about the 1% tax collected. What is taxed? Administrator Woods told her it is on everything but food and medicine. She wanted to know if business needed to renew their licenses every year and she was told they do. She wanted to know where the money would come from to pay off TIF #1 and she was told the money would be created by the property tax increment created in that area and part of the sales tax she had inquired on earlier. She wanted to know the qualifications of the people on the planning and zoning commission. Administrator Woods informed her it was a voluntary position and you have to either live in the village or in an adjacent unincorporated parcel. She felt the commission members did not know what to do at the last meeting. She was informed that the members needed assistance with procedures only and knew exactly what the matter was they were discussing. She is against TIF #2

Tom Walsh wanted to clear up additional rumors. He wanted to address rumors that he and others had tried to bribe Terry Carr. He stated that Trustee Carr is a very successful business man. He indicated that during the time they had done business together, he had done nothing financial for Trustee Carr, emphasizing that while Trustee Carr was mayor he did not even take a salary. He spoke of rumors that campaign contributions made were done to influence Trustee Carr, when in fact, Trustee Carr makes far more generous donations to the charities of the same people making these campaign contributions. He then corrected himself, saying the only thing Trustee Carr ever asked for was the destruction of the bar previously located at the corner of Archer and Willow Springs Rd after a 20 year old girl had been found dead.
