City of Mason City Council met April 8.

Here is the minutes provided by the council:

Call to order by Mayor Pro-Tem Scott Francis

Council members physically present were Aldermen Gerald Mahin, Dan Mason, Mike Kirby, John Dodson, and Jim Miller. Also present were Treasurer Michael R. Griffin, City Clerk Michele Whitehead, Superintendent Wayne Dixon and Wendy Martin. Mayor Lowe was absent

The Chairman declared quorum present.

Minutes of the March 25th, 2019 regular Council meeting, April 1st, 2019 Special meeting, April 2nd Finance committee meeting, and April 2nd , 2019 Water/Sewer/ Lights committee meetings were approved.

The Treasurer’s report was approved

The following bills were approved for payment: ( Will be inserted in minutes books)

An application was received for a Class B liquor License, it was decided to table the matter until the required background checks on all new applicants were received and reviewed.

As discussed at a previous meeting, Mr. O’ Hagan’s attorneys offered the City $25,000 to release liens placed on his properties by the City. Mr. O’ Hagan’s estate doesn’t have any properties in Mason City any longer, the City settled with Mr. O’ Hagan’s attorneys to release the liens for a settlement of $30,000. The motion was approved.

Raises for non-union employees were discussed at a finance committee meeting. The recommendation was originally 2.5%. The 2.5% didn’t pass due to the fact that it was lower for some of the supervisors than the union raise, which the committee did not realilze at first. It was then proposed to offer 2.5% to the Public Works supervisor and.65 to the other two supervisors. This was put to a vote and motion did not pass. After much discussion it was decided that the 3 Supervisory positions (Dixon, Anderson, & Whitehead) would receive.80 raises and the other non-union office employee would receive the same as the union raises. Motion was carried.

Superintendent Dixon explained the contract bids for the Perry & Tonica water main improvements. Bids were submitted with just base bid work and also with alternate bid items. The Council decided to move on with the base bid work plus the alternate bid items. The contract will be awarded at the next regular Council meeting.

There was some discussion about trees that might need to be attended to or taken down. The City is being cautious with spending and trees are a large expense. It was decided to table the matter at this time.

R19-27 Alderman Dodson moved, seconded by Alderman Mason to approve the minutes from the March 252019 regular meeting, the April 1st, 2019 special meeting and April 2nd,2019 Finance meeting and Water/Sewer meeting.

Ayes: Alderman Mason, Mahin, Dodson, and Miller

Nays: None

Present: Alderman Kirby

Chairman declared motion carried.

R19-28 Alderman Dodson moved, seconded by Alderman Mason to approve the Treasurer’s report

Roll Call:

Ayes: Alderman Mason, Mahin,Kirby, Dodson, and Miller

Nays: None

Chairman declared motion carried.

R19-29 Alderman Mason moved, seconded by Alderman Miller to approve the bills and advanced checks be allowed and warrants drawn for payment.

Roll Call:

Ayes: Alderman Mason, Mahin,Kirby, Dodson, and Miller

Nays: None

Chairman declared motion carried.

R19-30 Alderman Dodson moved, seconded by Alderman Mahin to approve the 2.5% raise for the Superintendent and a.65 raise for all other non-union employees

Ayes: Alderman Mahin, Dodson,

Nays: Aldermen Mason, Kirby, and Miller

Chairman declared motion Not carried

R19-31 Alderman Miller moved, seconded by Alderman Mason to approve the.80 raise for the 3 Supervisory Positions and a.65 raise for all other non-union employees.

Ayes: Alderman Mason, Mahin, Miller

Nays: Aldermen Kirby, and Dodson

Chairman declared motion carried.

R19-32 Alderman Miller moved, seconded by Alderman Mason to approve the contract for South Perry ST & Tonica water main improvements base contract with alternate bid items.

Roll Call:

Ayes: Alderman Mason, Mahin, Kirby, Dodson, and Miller

Nays: none

Chairman declared motion carried.

There being no further business, the meeting adjourned at 7:28 p.m.
