2018 Parolees Recap: Who was paroled in Richland County?

There were 31 offenders released on parole during 2018 that live in Richland County, according to Illinois Department of Corrections data obtained by East Central Reporter.

The data shows that 23 men and eight women were released in Richland County. The median age of the parolees was 38. The youngest parolee was a 20-year-old man convicted of a crime against justice in 2017, and the oldest was a 66-year-old man convicted of a crime involving drugs in 2012.

The offender who had been incarcerated the longest was Freddie L. Payne Sr. He was convicted of a crime involving drugs in 2012 when he was 59 years old. He is now 66.

Under state law, paroled offenders are still in legal custody of the IDOC, meaning they can be taken back to a correctional center at any time if the state has probable cause or a warrant.

The table below gives a breakdown of how many offenders were paroled in 2018 in each Richland County municipality.
