Mattoon Community Unit School District 2 Board of Education met March 12.

Here is the minutes provided by the board:

The Board of Education of Community Unit School District Number Two met at 7:00 P.M., on Tuesday, March 12, 2019, in the Board of Education and Administrative Offices, 1701 Charleston Avenue, Mattoon, Illinois.

The meeting was called to order by Board President Michelle Skinlo.

ROLL CALL: Present: Colleen Garner, Ashli Overton, Susan Braun, Bill Standerfer, Erika Weaver, Michelle Skinlo

Absent: Gary Kepley

RECEPTION OF VISITORS: Board President Michelle Skinlo welcomed all visitors present and opened the floor to those wishing to address the board about agenda and non-agenda items.

Agenda: President Skinlo asked for a moment of silence for long-time Mattoon High School teacher Mary Nolan who passed away.

Christy Hild was recognized for earning Illinois State University’s Dissertation of the Year Award for 2018. Her dissertation was titled “Learn, Lead, Grow: The Growth Mindset School Community.”

Non-Agenda: None

CONSENT AGENDA: The Consent Agenda, consisting of the following items, was presented to the Board for approval:

- Approval of the minutes of the regular meeting of the Board and of the minutes of the executive session meeting of the Board - both held on February 12, 2019, as presented

- Approval for payment of bills for February 2019 as presented

- Approval of the February 2019 Enrollment Report as presented – 3,300

- Approval of the 2019 Summer School schedules for Grades K-12 as presented

- Approval for membership in the Illinois High School Association (IHSA) and the Illinois Elementary School Association (IESA)

- Freedom of Information Report – We had two Freedom of Information requests this month.

- The first was from the Journal Gazette requesting all emails from the Mattoon High School athletic director and the IHSA from Nov. 1, 2018 to Feb. 14, 2019 and to Arthur Okaw Christian High School. There quest was granted.

- The second request was from John Laadt, research assistant at New York University, requesting information about charter school applications. We informed him that we didn’t have those applications.

Overton moved, seconded by Weaver, to approve the Consent Agenda as presented.

Roll call vote as follows: Kepley, absent; Overton, aye; Braun, aye; Standerfer, aye; Weaver, aye; Garner, aye; Skinlo, aye. Nays, none. Motion carried.

ANNUAL REPORT ON ENERGY PERFORMANCE

CONTRACT:

(Information Item)

Jim Wolfe of Johnson Controls presented the performance contracting report. Johnson Controls initially partnered with MCUSD2 in September 2004 to commence what has become three performance contracts:

-High school contract completed in January 2006

-Middle school contract completed in August 2008 -Elementary schools contract completed in August 2015 Wolfe outlined the benefits including:

-Excess Savings Through Year 12– the savings target has been exceeded due to the installation savings

-Improved Lighting Levels – the new high efficiency lighting and new suspended ceilings have greatly increased the quality of the learning environment

-Improved Comfort Levels - the addition of air conditioning, and the introduction of fresh outside air, have also had a significant impact on the quality of the learning environment

-Expanded System Monitoring – the new Metasys computer system has capabilities to closely monitor and control the new heating and cooling systems

-Additional Savings provided by Energy Consultation

-A Great Mechanism to Combine Energy Management and Asset Management Strategies

BOARD ACTION TO SOLICIT BIDS FOR MHS MAIN

GYMNASIUM ROOF:

Tim Condron, assistant superintendent for business, requested board approval to solicit bids to replace the MHS main gymnasium roof. Condron said sales tax revenue from the 2016 sales tax referendum approved by voters may be used for this proposed project. Kent Metzer, facilities engineer, commented that sections of the MHS gymnasium roof have blown off in the past and it is has been patched but it is at the point where it cannot be patched anymore.

Weaver moved, seconded by Braun, to solicit bids to replace the Mattoon High School gymnasium roof.

A voice vote of ayes carried the motion. Kepley absent.

BOARD ACTION TO SOLICIT BIDS FOR SANITATION

SERVICES:

Assistant Superintendent for Business Tim Condron requested board approval to solicit bids for sanitation services.

There will be a pre-bid meeting at the location listed above at 1 p.m., Wednesday, March 27, 2019. All bids are to be in the hands of the above no later than 3 p.m. (local time), Monday, April 24, 2019 for consideration by the Board of Education.

Garner moved, seconded by Overton to approve solicitation of bids for sanitation services.

A voice vote of ayes carried the motion. Kepley absent.

PRESENTATION OF TECHNOLOGY AUDIT AND LONG-RANGE PLANNING: (Information item only)

Superintendent Larry Lilly, Assistant Superintendent of Business Tim Condron, Student Services Director Christy Hild, Technology Coordinator Chris Roberts and Assistant Superintendent of Human Resources Dave Skocy presented 1-To-1in21. Thel ong-range plans include the following targets:

Year 1: Develop leaders and create communication plan; enhance services and invest in infrastructure.

Year 2: Pilot new technology with staff

Year 3: Technology provided for all students; training provided for staff and community

Other plans include the purchase of Chromebooks for students and staff.

The technology audit and long-range planning became a reality following conversations during interest-based bargaining between the Mattoon Education Association and district administrations.

Revenue from sales tax dollars will be able to fund the updates needed for infrastructure.

PRESENTATION OF COMMUNITY PARTNERSHIPS AND LONG-RANGE PLANNING:

Student Services Director Christy Hild, Mattoon Education Association President Jessica Closson and Community Services Director Kris Maleske discussed community partnerships and their importance in conjunction with the district’s following programs: competency-based education, social-emotional learning, and long-range community mapping.

EXECUTIVE SESSION: Weaver moved, seconded by Overton to go in Executive Session at 8:23 p.m. to discuss matters pertaining to the appointment, employment, compensation, discipline, performance, or dismissal of specific employees.

Weaver moved, seconded by Overton to adjourn and go into executive session.

Roll call vote as follows: Garner, aye; Kepley, absent; Overton, aye; Braun, aye; Standerfer, aye; Weaver, aye; Skinlo, aye. Nays, none. Motion carried.

Board President Michelle Skinlo declared the motion carried and the Board of Education to be in closed session.

Others present for the Executive Session were: Superintendent Larry Lilly, Assistant Superintendent for Human Resources, David Skocy, Assistant Superintendent for Business Tim Condron.

OPEN SESSION RECONVENED: Board President Michelle Skinlo declared Executive Session closed and Open Session reconvened at 8:53 p.m.

ADJOURNMENT: Weaver moved, seconded by Garner to adjourn the meeting at 8:53 p.m.
