City of Effingham issued the following announcement on March 14.
In connection with the Midland Lofts Project (former Midland States Bank facility at 5th and Jefferson), the North bound lane of 5th Street from Section Avenue to Jefferson Avenue will be closed on Monday, March 18 from 6 am to noon to setup a crane for the roofing work. The Southbound lane and adjacent parking will remain open.
Motorists and pedestrians and urged to avoid the area and use alternate routes.
