Arcola City Council met Feb. 19.

Here is the minutes provided by the council:

SWEAR IN CHIEF OF POLICE TAD FREEZELAND Mayor Ferguson swore in Chief of Police Tad Freezeland.

Mayor Ferguson called the meeting to order at 7:03 p.m. Members present were Alderpersons Huckstep, Smith, Ferguson, Guyot and Foran. Alderman Hensley was not present. City Administrator Wagoner, Treasurer Anderson and Attorney Bequette were also present.

PLEDGE OF ALLEGIANCE Alderwoman Huckstep led the council and audience in the Pledge of Allegiance.

PUBLIC COMMENT There was none.

APPROVAL OF FEBRUARY 04, 2019 COUNCIL MEETING MINUTES

Alderman Foran moved to approve the February 04, 2019 council meeting minutes as presented and was seconded by Alderwoman Ferguson. Roll call vote, all ayes. Motion carried.

APPROVAL OF FEBRUARY 02, 2019 – FEBRUARY 15, 2019 BILLS Alderwoman Huckstep moved to approve the February 02, 2019 – February 15, 2019 bills as presented and was seconded by Alderman Smith. Roll call vote, all ayes. Motion carried.

CONSIDER AND APPROVE ORDINANCE NO. 19-S-2, TIF REDEVELOPMENT AGREEMENT—STOREFRONT REBATE 3 J’S TRANSMISSION Alderman Foran moved to approve Ordinance No. 19-S-2 and was seconded by Alderman Smith. Roll call vote, all ayes. Motion carried.

CONSIDER AND APPROVE PAY ESTIMATE #8 – LIBMAN TRUCK ROUTE -- $43,694.04 Alderman Foran moved to approve Pay Request #8 in amount of $43,694.04. Alderman Guyot seconded the motion. Roll call vote, all ayes. Motion carried.

CONSIDER AND APPROVE RESOLUTION NUMBER 19-R-4, A RESOLUTION TO ENGAGE GOOD ENERGY SERVICES FOR STREET LIGHT ELECTRICITY PROCUREMENT Alderman Foran moved to approve Resolution No. 19-R-4 and was seconded by Alderman Smith. Roll call vote, all ayes. Motion carried.

CONSIDER AND APPROVE RESOLUTION NUMBER 19-R-5, A RESOLUTION TO ENGAGE GOOD ENERGY SERVICES FOR NATURAL GAS PROCUREMENT Alderman Foran moved to approve Resolution No. 19-R-5 and was seconded by Alderman Smith. Roll call vote, all ayes. Motion carried.

CONSIDER AND APPROVE SALARY INCREASE FOR A J ROLEY – BREATH ALCOHOL CERTIFICATION Alderman Smith moved to approve salary increase for A. J. Roley in amount of $ .25 per hour starting next pay period. Alderwoman Ferguson seconded the motion. Roll call vote, all ayes. Motion carried.

COMMITTEE REPORTS

Alderwoman Huckstep Had nothing at this time.

Alderman Smith Reported the Health, Sanitation, Trash & Recycling Committee met prior to this meeting and heard presentation from Erica Thieman and Aaron Gillison regarding plans for property located at 207-209 E. Main.

Also requested meeting scheduled prior to next regular council meeting with executive session on agenda.

Alderman Ferguson Had nothing at this time.

Alderman Guyot Reported the Water & Sewer Committee met prior to this meeting and discussed citizens concerns regarding water heater expansion tanks. Discussed whether we should reimburse those that have issues. Has been tabled at this time. Also discussed the Jacques Street Lift Station repair.

Alderman Foran Welcomed Chief Freezeland to the City of Arcola.

As this concluded the business of the meeting, Alderwoman Huckstep moved to adjourn and was seconded by Alderman Smith. Roll call vote, all ayes. Motion carried.

Adjourned at 7:15 p.m.
