How did Reginald Phillips spend campaign funds in the first quarter?

Republican Reginald Phillips's election campaign committee, Citizens for Reggie Phillips, spent $5,470 in the first quarter, according to committee expenditure records obtained from the Illinois State Board of Elections (ISBE).

Phillips's committee spent the most on consulting in the quarter, with all those payments ($3,000) going to Isaiah Consulting Group in Downer's Grove. Table 1 below shows the distribution of how Phillips's committee spent its money in the first quarter.
