City of Martinsville City Council met Feb. 13.

Here is the minutes provided by the council:

Roll call was answered by the following council members and elected officials: Chris Davidson, Melinda Lovell, Troy Propst, John Skinner and David Doran with Mike Cribelar absent. Also in attendance were Mayor Herman Davidson,Clerk Marlene Wilhoit and Treasurer Melinda Owen. Employees and citizens in attendance are attached to the back of the minutes.

** No Treasurer’s report was presented.

**Motion by D Doran 2nd by M Lovell to approve January 2019 bills payable February 2019 in the amount of $107,225.88.

Upon roll call all council members present voted for the motion. (5)

**Motion by D Doran 2nd by M Lovell to accept the resignation of Melinda Owen from the Treasurer’s position effective May 31, 2019

Upon roll call all council members present voted for the motion. (5)

**Motion by Lovell 2nd by J Skinner to approve the contract agreement for administration and coordination services for Grant #18-243004 appropriations with Coles County Regional Planning at the cost not to exceed $75,000.00 for time and material costs related to the housing rehabilitation program.

Upon roll call all council members present voted for the motion. (5)

**Motion by T Propst 2nd by J Skinner to approve the contract agreement for administration and coordination services for Grant #18-242009 and #18-248351 appropriations with Coles County Regional Planning at the cost not to exceed $27,523.00 for time and material cost related to the new water tower project and the RFL towards the new water tower project.

Upon roll call all council members present voted for the motion. (5) **No one was present to address council with parking concerns

**Motion by M Lovell 2nd by T Propst to accept the Compliance Review covering the receipt and disbursement of Motor Fuel Tax funds for the period beginning January 1, 2013 through December 21, 2017.
