City of Effingham issued the following announcement on Feb. 8.
Effingham has been ranked by SmartAsset.com as one of the Most Tax-Friendly Places in Illinois for Retirees! The study analyzed sales, property, income, fuel and Social Security tax data to rank locations on how financially favorable they are for retirees.
