City of Effingham issued the following announcement on Jan. 30.
"The grocery industry is going through a major transformation," stated Mayor Jeff Bloemker. "Models such as Sav-a-Lot are gaining great momentum. It is comforting to know Todd Martin and his family's expertise is guiding this important retail asset for Effingham. Their store looks great!"
