City of Effingham issued the following announcement on Dec. 18.
Mayor Bloemker recently stopped at the Southeastern Illinois Community Foundation to wish Joedy Hightower well in her retirement. "Joedy Hightower has committed decades of her life to improving the quality of life in Effingham. Well done - to a true daughter of Effingham," said Mayor Bloemker.
