City

City of Martinsville City Council met October 24.

Here is the minutes as provided by the council:

Roll call was answered by the following council members and elected officials: Chris Davidson, Melinda Lovell, Troy Propst and John Skinner with David Doran and Mike Cribelar absent. Also in attendance were Mayor Herman Davidson, Clerk Marlene Wilhoit and Treasurer Melinda Owen. Employees and citizens in attendance are attached to the back of the minutes.


**Motion by J Skinner 2nd by M Lovell to approve minutes from 10-10-18 council meeting.

Upon roll call all council members present voted for the motion. (4)

**Motion by M Lovell 2nd by T Propst to approve the Treasurer’s report as presented.

Upon roll call all council members present voted for the motion. (4)

**Motion by T Propst 2nd by J Skinner to approve Ordinance No. 2018-10-3 titled: “An Ordinance Concerning Abatement of Greenery Nuisances.”

Upon roll call all council members present voted for the motion. (4)

**Motion by M Lovell 2nd by J Skinner to approve Ordinance No. 2018-10-3 titled: “An Ordinance Concerning Deposits of Greenery on Streets and Sidewalks.”

Upon roll call all council members present voted for the motion. (4)

**Motion by C Davidson 2nd by T Propst to donate $500.00 to Santa’s Helpers.

Upon roll call vote: ayes were T Propst, J Skinner, C Davidson with M Lovell abstaining from the vote requiring the Mayor to vote in favor of the motion.

Alderperson Lovell said she had 2 people contact her complaining about cars parked on Washington Street making it hard to drive through and concern for emergency vehicles. The council would like for the police to confront the individuals about their parking on the street to see if the problem is solved.

Alderperson Propst voiced concerns with the company cutting down the trees from the City’s latest bid. He questioned their insurance coverage. Clerk Wilhoit said their bid sheet stated they were required to show proof of insurance before any work is done. Checking their last presented proof of insurance showed it had expired and they are to be contacted first thing 10-25-18 and told no more tree work until proof of insurance is received in office. He also stated that the high bidder had bid his with stumps removed and the others didn’t making his look really high. 

Alderperson Skinner stated that it is the time of year that kids are toilet papering peoples trees but if they are doing anything else they need to be stopped. This concerning a problem that happened 10-19-18 and hats off to Officer Washburn for going above and beyond his call of duty to handle the problem.

Public Comments:

Manda Boyer and Jarl Burger her foreign exchange student from Germany addressed the council concerning the disgusting and derogatory display of words and symbols by 3 girls and a parent left on their house and windows on the night of 10-19-18. She commended Officer Washburn for going above and beyond his job to get this removed before the foreign exchange student returned that evening and is in hopes that the people responsible for this act are prosecuted.

Jarl Burger asked to speak saying it was hard to except that something like this happened as it has never happened before and he is still shocked and saddened by the situation.

Officer Washburn apologized that this happened and he is in hopes the State’s Attorney pursues this act of violence. Melinda Lovell commenting for the council said that she hopes he doesn’t take what these people did have anything to do with the whole town and know that he is loved and welcomed to our community and sorry this happened.

With no other Public Comments:

**Motion by J Skinner 2nd by M Lovell to adjourn meeting @ 7:40PM.
