Arcola City Council met October 1.
Here is the minutes as provided by the council:
Mayor Ferguson called the meeting to order at 7:00 p.m. Members present were Alderpersons Ferguson, Guyot, Huckstep, Smith and Hensley. Alderman Foran was not present. City Administrator Wagoner, Treasurer Anderson and Attorney Bequette were also present.
Pledge of Allegiance Alderwoman Ferguson led the council and audience in the Pledge of Allegiance.
Public Comment There was none.
Approval of September 17, 2018 Council Meeting Minutes Alderman Smith moved to approve the September 17, 2018 council meeting minutes as presented and was seconded by Alderman Guyot. Roll call vote, all ayes. Motion carried.
Approval of September 15 – September 28, 2018 Bills Alderwoman Huckstep moved to approve the September 15 – September 28, 2018 bills as presented and was seconded by Alderman Hensley. Roll call vote, all ayes. Motion carried.
Approval of the Treasurer’s Report for September Alderman Smith moved to approve the Treasurer’s report for September and was seconded by Alderwoman Huckstep. Roll call vote, all ayes. Motion carried.
Approval of the September Zoning Officer’s Report The Zoning Officer reported 2 permits issued in the month of September with valuation of $4,200 and $89.00 in fees collected. Alderwoman Huckstep moved to approve the September Zoning Officer’s Report as presented and was seconded by Alderman Smith. Roll call vote, all ayes. Motion carried.
Report from the TIF Advisory Committee The TIF Advisory Committee met September 19, 2018 reviewed and recommended the council approve a request from Sally Carter with the Royal Academy, a planned Daycare at the County Line Inc. site at 115 Egyptian Trail Road, for a storefront rebate for the eligible expenses not to exceed the 50% up to $10,000. Alderman Smith moved to accept the recommendation of the TIF Advisory Committee and was seconded by Alderwoman Ferguson. Roll call vote, all ayes. Motion carried.
The TIF Advisory Committee reviewed and recommended the council approve a request from Sally Carter with the Royal Academy, a planned Daycare at the County Line Inc. site at 115 Egyptian Trail Road, for a 20% rebate for the eligible expenses not to exceed $25,000 for the purchase and retrofit of existing buildings to meet site requirements for the facility licensing by the State. Alderman Smith moved to accept the recommendation of the TIF Advisory Committee and was seconded by Alderman Hensley. Roll call vote, all ayes. Motion carried.
Consider and Approve Ordinance No. 18-C-8, An Ordinance Amending Chapter 22 of the Arcola Municipal Code Alderman Smith moved to approve Ordinance No. 18-C-8 and was seconded by Alderman Guyot. Roll call vote, all ayes. Motion carried.
Consider and Approve Setting Trick or Treat Hours Alderwoman Ferguson moved to set Trick or Treat Hours from 6:00 – 8:00 p.m. on the evening of October 31, 2018. Alderwoman Huckstep seconded the motion. Roll call vote, all ayes. Motion carried.

Alderwoman Ferguson Had nothing at this time.
Alderman Guyot Had nothing at this time.
Alderwoman Huckstep Had nothing at this time.
Alderman Smith Reported the Police, Ordinance and
Enforcement committee met prior to this
meeting to discuss military leave but this is
not needed now. Also discussed replacing a
full and part time officer. Went into
executive session.
Also mentioned October is Hispanic History
month and WCIA is airing article regarding
this on Oct. 03rd and 10th, which includes
Arcola.
Alderman Hensley Had nothing at this time.
Mayor Ferguson reminded everyone of the CIMOA meeting in Ogden on October 18th.
As this concluded the business of the meeting, Alderwoman Huckstep moved to adjourn and was seconded by Alderman Smith. Council approved unanimously by voice vote.
