City of Oakland Council met Aug. 2.

Here is the minutes provided by the council:

Council members present:

Bob Michaels started the meeting with the Pledge of Allegiance.

APPROVAL OF MINUTES OF PREVIOUS MEETINGS: Motion-Stolz 2nd-Newlin, Motion approved 4 ayes

APPROVAL OF TREASURER'S REPORT: Motion-Newlin, 2nd-Stark. Motion approved 4 ayes.

APPROVAL OF AGENDA: Motion- Stolz, 2nd-Stark Motion approved 4 ayes. *executive session after meeting* Discuss personnel

PUBLIC COMMENTS:

Doug White: Has the owner of the old Drug Store (Richard Fore 24 W Main St) been contacted about his building? Jim Grant has sent a letter to him, but has not got a response from him. At this point the City cannot do anything, because the building is not causing a hazard to the City’s property.

POLICE REPORT:

-10 Traffic Citations

- 1 Warning Citation

- 1 City Ordinance Violation Cody J. Ackerman, Cited for Disorderly conduct

-1 Criminal Arrest Crystal Avery Arrested on Warrant for resisting an officer

Follow up on a Habitual runaway, Disturbance at 211 N. Pike, well-being check @ Quality Housing, Child Custody dispute & well-being check @Quality Housing, Well- being check on Johnson Drive, Report of a Burglary, Assisted Coles County Sheriff’s Office with fight in progress @Ashmore Tavern, reckless driver -vehicle stopped unfounded, Well-being check on child supposed to be at V.B.S. child had left early, Verbal altercation at Lake Park, assisted C.C.S.O with an assault East of town Rt 133, Assisted Douglas County Sheriff’s Office with a Rollover accident West of Town, Assisted C.C.S.O. with a drug arrest in town Rt. 133, Ethan Brewer completed two days of School Resource Officer training /class, and Brewer will also be attending a 4 days class for juvenile certification, Have applied for reimbursement for Brewer’s Full time transitional training, Brewer And Jack Participated in informal Firearms training

PUBLIC WORKS: Randy Duzan

Took sewer and water samples, read water meters, maintenance on equipment, marked 6 Julies, Sprayed streets for weeds, Sprayed pond, Fixed holes behind Columbian Building, fixed leak on Illinois St, picked branches up in park, fog for mosquitos at the end of the month, sidewalk by Willison’s and the Bank to fix by the end of the month

Unfinished Business:

Sidewalk plan for the summer -Starting in August or September-

Fixing sidewalk in front of Willison’s Insurance Office and Bank

School Resource Officer

Approved the School Resource officer with the proposed Intergovernmental Agreement with Oakland Community Unit School District #5

Motion- Newlin, 2nd-Ehler. Motion Approved 4 ayes

New Business:

Approve Ordinance No 2018-O-2 (amending the traffic control regulation) speed limits to be 25 miles per hour unless otherwise posed by the City Motion-Stolz, 2nd-Ehler. Motion approved 4 ayes

Welcome signs

The Chamber gave us three signs options to choose from. The price of the signs would be split three ways, Chamber, City & Oakland and Oakland Hindsboro Charitable Foundation. Cost would be about $1,500.00 split three ways. Will discuss next month.

Discuss an upcoming grant available from IDOT (Illinois Safe Routes to School Program)

Kevin McReynolds talked about the grant a little but was not sure of all the details. The Grant doesn’t open up until September. He will have more information at the September meeting.

Reimburse the School for the Crossing Guard $1,820.00 Approve

Motion- Stolz, 2nd- Newlin. Motion approved 4

Executive Session; 7:50 P.M. – 8:09 P.M. Open Regular Meeting 8:10 P.M.

Make a motion to Promote Ethan Brewer to Full-time Police Office So He can become the School Resource Officer

Motion- Stolz, 2nd- Ehler. Motion Approved 4 ayes
