City of Martinsville City Council met Aug. 8.

Here is the minutes provided by the Council:

Roll call was answered by the following council members and elected officials: Chris Davidson, Troy Propst, John Skinner and David Doran with Mike Cribelar and Melinda Lovell absent. Also in attendance were Mayor Herman Davidson, Clerk Marlene Wilhoit with Treasurer Melinda Owen absent. Employees and citizens in attendance are attached to the back of the minutes.

**Motion by D Doran 2nd by T Propst to approve minutes from 07-25-18 council meeting.

Upon roll call all council members present voted for the motion. (4)

No treasurer report was presented.

**Motion by D Doran 2nd by J Skinner to approve July 2018 bills payable July 2018 in the amount of $54,741.37.

Upon roll call all council members present voted for the motion. (4)

**Motion by C Davidson 2nd by D Doran to approve Resolution R2018-8-1 approving the bid for Motor Fuel Tax work to Lawrence Gravel, Inc in the amount of $28,742.25.

Upon roll call all council members present voted for the motion. (4)

**Motion by T Propst 2nd by J Skinner to approve Lawrence Gravel Inc to provide material for Motor Fuel Tax work in the amount of $28,742.25.

Upon roll call all council members present voted for the motion. (4)

The ordinance concerning use of city equipment did not pass due to lack of majority of council present. Votes cast were Davidson-No, Propst-Yes, Skinner-Yes, Doran-Yes causing the mayor to vote with a No vote. This ordinance will be presented again at the August 22 meeting.

The city will be taking bids on the following trees noting that they may choose which ones to actually cut:

1- Linn Park annex(this tree to be dropped and cut into sections, city will clean up)

2- Corner of Toledo & Bond Street

3- 113 N Randall Street

4- 114 W Clay Street

5- Corner of York & Jackson Street

6- Across from 431 E Webster

Bids will be due in City Hall by 4pm on September 12, 2018 and opened at meeting the 12th @ 7PM

Zack Tally was present to update council on his business venture on North York Street. There are still hard feelings over the mix up with the City’s promise of $10,000 to help with his entrance plus gas, water and sewer connections.

Council needs to get their figures together so Tally will have an idea how much it is going to cost him.

Shannon Woodard was not present. Tabled until August 22nd

Jason Goble was not present. Tabled until August 22nd

Attorney Bernardoni discussed the tax levy work sheet. Council will preview and discuss at a later date.

PUBLIC COMMENTS:

Chief Slater was present to bring council up to date on recent drug bust. He noted that there has been several months of surveillance and numerous arrests that finally led to the latest arrest for Meth. He also noted that there is a good relationship between the county and the cities in Clark County.

David Schiver was present on behalf of Zack Tally stating it is great when we get a new business and the community needs to support the local businesses. Everyone needs to work together or we will work apart. He said there was a tree at the Linn Park amphitheater that needs topped for the dead but doesn’t need cut down yet.

With no other Public Comments:

**Motion by D Doran 2nd by J Skinner to adjourn meeting @ 8:15PM.
