City of Oakland Council met June 7.

Here is the minutes provided by the Council:

Council members present: Donnie Woodworth, Fred Ehler, Steve Newlin,

David Stolz, Dan Drake, Niki Stark

Also present: Mayor Bob Michaels , Clerk Kelsey Willison,

Attorney Jim Grant, Treasurer Dan Mathews

Bob Michaels started the meeting with the Pledge of Allegiance.

Approval Of Minutes Of Previous Meetings: Motion-Woodworth 2ndNewlin,

Motion approved 6 ayes

Approval Of Treasurer's Report: Motion-Stolz, 2nd-Woodworth. Motion approved 6 ayes.

Approval of Annual Treasurer Report to be Published: Motion- Stolz, 2nd- Newlin

Motion approved 6 ayes

Approval Of Agenda: Motion- Newlin, 2nd-Stolz Motion approved 6 ayes.

Add: Discuss City wide speed limit signs.

Police Report:

‐14 traffic citations

‐2 warning citations

‐3 criminal arrests

‐Anthony A. Harrison, age 33, 326 S. Hazel, Oakland was arrested for possession of meth and delivery of meth.

‐Kyle W. Ackerman, age 27, 210 W. North St. was arrested for aggravated criminal sexual abuse.

‐Male juvenile was arrested for theft (cell phone at the pool).

Other Activity

‐Report of door to door solicitor for an energy company.

‐Downed wire and wire hanging over roadway on N. Walnut. 2+ hours of directing traffic.

‐2 repossessed vehicles. One was reported stolen.

‐2 Child custody disputes.

‐Harassment that occurred on social media.

‐Illegal trash dumping. Suspect was from Newman and put their trash in a business dumpster here in town.

‐Reckless driver nearly causing an accident report.

‐False alarm at Casey’s General Store.

‐3 domestics at same apartment at “Quality” Housing. We’ve been to the same apartment multiple times in the past.

‐Trucker and semi from Oakland reported missing. Was found deceased in the truck in Decatur.

‐Theft of mail from a mailbox.

‐Assisted CCSO with prowler report East of town on rt. 133.

‐Assisted Vermillion County with attempting to locate a hit & run driver residing in

Oakland.

‐Assisted Douglas County with a drug arrest.

‐Assisted CCSO with a Domestic Battery arrest in Rardin.

‐Fight involving teenaged boys at spillway.

‐Accident in which a vehicle drove into concession stand at school.

‐Loud music complaint in 200 block of E. North St. (12:40 am)

‐Recovered a lost license plate.

‐Infant locked in a vehicle.

‐Neighbor dispute at “Quality” Housing.

‐Assisted CCSO with fight in progress.

‐Disorderly conduct at the Lake Park. Unfounded.

‐Investigated a criminal damage to motor vehicle. Side window was smashed.

Determined that it was a neighbor’s lawn mower hurling a rock.

‐Juvenile was struck in the head by another juvenile throwing plastic bottles at one another.

‐A vague threat towards an area pre‐school. The threat originated in Douglas County. DCSO investigated and Oakland School District initiated a soft lock down until the credibility of the threat was determined.

Public Works: Randy Duzan

Took sewer and water samples, read water meters, maintenance on equipment, sprayed in town weeds, cleaned tin horn by highway, new meter at Gary Thompson’s house they are tearing down a house, fixed water leak at Miller Farm’s, 10 Julie’s, fixing sidewalk in front of Willison Insurance and the Bank before 4th of July festivity’s, spray the city for mosques’ before the end of the month.

Unfinished Business:

Sidewalk plan for the summer

Not starting until August or September

Fixing sidewalk in front of Willison’s Insurance Office and Bank before the end of June

New Business:

Discuss School Resource Officer

Talked with Kelly @CCRP on a Grant from the state, he is looking into this. The job would be 39 weeks with the school the other time work for the City. Discussed a variety of things. Council would like to see it all in paper before making a decision.

Mayor Bob plans to go to the next School board meeting and talk more with Mr.

Landeck and come back with more information at the next council meeting.

Donation to the Pool

Donate $1,000.00 to the pool and give them the 1st water fill free.

Motion-Stolz, 2nd-Woodworth. Motion approved 6 ayes.

Discuss City Dumpster (every other month behind City Hall)

We must stop E.P.A. says it is illegal.

Discuss printing checks from the computer

Look into different options and bring to the council meeting next month.

QuickBooks or the program affiliated with the water billing.

Approve Appropriation Ordinance 2018-O-2

Motion-Newlin, 2nd-Woodworth. Motion approved 6 ayes.

Discuss City wide speed limit signs

We can make a ordinance making the city speed limits be 25mph unless otherwise posted
