Approval Of Minutes:

1) *Minutes: Re-Scheduled Regular City Council Meeting and Executive Session for July 2, 2018.

Auditing Claims:

2) *Payroll: Regular Pay Period for July 7, 2018.

3) *Bills Payable: July 20, 2018.

4) *Comptroller's Report: June 2018.

Action Items:

5) *Raffle License: Coles County 4-H Extension Foundation on August 2, 2018, at the Coles County Fairgrounds to raise operating funds for Ciles County 4-H activities.

6) *Raffle License: Charleston High School Class of 1958 on August 4, 2018--8:00 to 9:00 p.m. at the BrickHouse to raise funds for Charleston High School Class 1958 E.I.U. Foundation.

7) *Proclamation: Recognizing August 5-11, 2018, as National Farmers Market Week.

8) *Resolution: Authorizing the Release of Closed Session Meeting Minutes.

9) *Resolution: Authorizing the Destruction of Audio or Video Recordings of Closed Session Meetings.

10) Resolution: Authorizing Street Closure for Block Party Event for First Christian Church.

11) Resolution: Authorzing Execution of an Agreement with Illinois Department of Revenue for Alcoholic Liquor Enforcement Pilot Program.

12) Ordinance: Amending Title 7, Chapter 6: Construction of Utility Facilities in the Public Rights of Way: Right-of-Way Management to Provide for Regulation of the Installation of Certain Small Wireless Facilities in the Right-of-Way.

13) Ordinance: Granting a Conditional Use Permit to allow for a School Use (Private and Parochial School) in the C-2 General Commercial District.

14) Ordinance: Amending Title 5, Chapter 2, Sections 1-2: General Offenses.

This portion of the City Council meeting is reserved for anyone wishing to address Council. The Illinois Open Meetings Act (5 ILCS 120/1) mandates NO action shall be taken on matters not listed on this agenda and Council is not required to take any action or discuss the matter further. Typically, however, the Mayor and Council may direct staff to further investigate the matter or suggest that the matter be brought forward for action on a subsequent agenda. The Open Meetings Act allows the Council to pass rules concerning the manner of public comment, and our Council has adopted rules for that purpose. Copies of the rules may be found at the Clerk’s office. We request that you sign up with the Clerk ahead of time and provide the City Clerk with your name & address before speaking in order to assist us with the orderly conduct of the Public Comment portion of the meeting; however, neither signing up nor giving your name and address is a mandatory prerequisite for you to address the Council. Please speak into the microphone; limit presentation to 3 minutes; and avoid repetitious comments. Thank you.

Executive Session: An Executive Session will be held to discuss the purchase or lease of real property pursuant to 5 ILCS 120/2 (c)(5).
