Illinois local governments may adopt by a single roll call vote ordinances, resolutions, motions and orders. Any Council Member or the Mayor may request that any item proposed not be included in that vote but considered separately.

Approval Of Minutes:

1) *Minutes: Regular City Council Meeting for June 19, 2018.

Auditing Claims:

2) *Payroll: Regular Pay Period for June 23, 2018.

3) *Bills Payable: July 6, 2018.

Action Items:

4) *Raffle License: Mattoon Fire Dept. at 3:00 p.m. on September 15, 2018, at K.C. Summers, 117 S. 19th Street, Mattoon, to raise funds for "Operation Sleighride."

5) *Raffle License: The 5 O'Clock Floozies at 4:00 p.m. on July 21, 2018, at Lefty's Holler, 727 7th Street, to raise funds for Eastern Illinois Food Bank.

6) *Raffle License: Lincoln Log Cabin Foundation will begin sales on July 3, 2018 during the Red, White and Blue Days at Morton Park for a quilt that is handmade by volunteers. The winning ticket will be drawn on September 23, 2018, at 4:00 p.m. at the Lincoln Log Cabin State Historic Site. Proceeds will help support educational programming, preservation projects, livestock, speakers/performers, and special events.

7) Ordinance: Adopting 2018 Prevailing Wage Rates established by the Illinois Department of Labor.

8) Ordinance: Amending Title 6, Chapter 2: Traffic Schedules: Creating Truck Route on University Drive.

9) Resolution: Bid Award: Awarding Bid for PC Concrete Class PP-2, MFT 18-00000-00-GM.

10) Resolution: Authorizing Expenditure of Tourism Funds for WEIU Kids Day on September 8, 2018.

11) Resolution: Authorizing Expenditure of Tourism Funds for Spook Show Con on August 3-4, 2018.

12) Resolution: Authorizing Expenditure of Tourism Funds for Coles County Air Show 2018 on August 25, 2018.

13) Resolution: Relating to Street Closure for Charleston Moose Lodge 1388.

Public Presentations, Petitions & Communications:

This portion of the City Council meeting is reserved for anyone wishing to address Council. The Illinois Open Meetings Act (5 ILCS 120/1) mandates NO action shall be taken on matters not listed on this agenda and Council is not required to take any action or discuss the matter further. Typically, however, the Mayor and Council may direct staff to further investigate the matter or suggest that the matter be brought forward for action on a subsequent agenda. The Open Meetings Act allows the Council to pass rules concerning the manner of public comment, and our Council has adopted rules for that purpose. Copies of the rules may be found at the Clerk’s office. We request that you sign up with the Clerk ahead of time and provide the City Clerk with your name & address before speaking in order to assist us with the orderly conduct of the Public Comment portion of the meeting; however, neither signing up nor giving your name and address is a mandatory prerequisite for you to address the Council. Please speak into the microphone; limit presentation to 3 minutes; and avoid repetitious comments. Thank you.

Executive Session: An Executive Session will be held to review minutes of all closed session Meetings pursuant to 5 ILCS 120/2 (c)(21).
