Members Present:

Reed Benedict, Board Chairman

Members Absent:

Staff Present:

Police Chief Bryan Baker; Fire Chief Steve Bennett; Assistant Fire Chief Tim Meister and Board Secretary Debbie Burkhart.

Call to Order:

The Board of Fire and Police Commissioners met in Regular Session on Monday, April 9, 2018 at 8:30 a.m. in the Basement Conference Room of Charleston City Hall, 520 Jackson Avenue, Charleston, Illinois, with Board Chair Reed Benedict presiding. All members were present

Pursuant to 5 ILCS 120/2(c)(1), Board Chair Reed Benedict adjourned the meeting to executive session at 8:30 a.m.

The Board reconvened at 8:56 a.m.

Approval of Minutes:

Item #1: Board Member Doug McDermand made a motion to accept and approve the general and executive session minutes of the March 12, 2018 meeting. Board Member Brendan Lynch seconded the motion.

The motion was carried by a vote of Yeas – 3, Nays – 0

New Business:

Item #2: Board Member Doug McDermand made a motion accept and approve the physical and psychological examination reports for Firefighter-Paramedic Candidate Alan T. Colvis. Board Member Brendan Lynch seconded the motion.

The motion was carried by a vote of Yeas – 3, Nays – 0

Item #3: Board Member Doug McDermand made a motion to begin the hiring process for Police Officer Candidate Richard A. Gullion. Board Member Brendan Lynch seconded the motion.

The motion was carried by a vote of Yeas – 3, Nays – 0

Item #4: Board Member Brendan Lynch made a motion to accept and approve the oral interview portion of the hiring process for Police Officer Candidate Richard A. Gullion. Board Member Doug McDermand seconded the motion.

The motion was carried by a vote of Yeas – 3, Nays – 0

Item #5: Board Member Brendan Lynch made a motion to accept and approve the background report for Police Officer Candidate Richard A. Gullion. Board Member Doug McDermand seconded the motion.

The motion was carried by a vote of Yeas – 3, Nays – 0

Item #6: Board Member Brendan Lynch made a motion to accept and approve the physical and psychological examination reports for Police Officer Candidate Richard A. Gullion. Board Member Doug McDermand seconded the motion.

The motion was carried by a vote of Yeas – 3, Nays – 0

With regard to Item #7: Police Chief Baker advised that the officer scheduled to appear before the Board to discuss this item was unavailable and requested that the item be continued to the next meeting.

Item #7: Board Chair Reed Benedict made a motion tabling this item until the May 14, 2018 meeting. Board Member Doug McDermand seconded the motion.

The motion was carried by a vote of Yeas – 3, Nays – 0

Recommendations for Removal, Hire, and Promotion:

Item #8: Board Chair Reed Benedict made a motion to hire Firefighter-Paramedic Candidate Alan T. Colvis with a start date of Tuesday, April 10, 2018 @ 7:00 a.m. Board Member Doug McDermand seconded the motion.

The motion was carried by a vote of Yeas – 3, Nays – 0

Item #9: Board Chair Reed Benedict made a motion to hire Police Officer Candidate Richard A. Gullion with a start date of Wednesday, April 15, 2018 @ 7:00 a.m. Board Member Doug McDermand seconded the motion.

The motion was carried by a vote of Yeas – 3, Nays – 0

Recommendations for Final Certification:

None.

Audience Participation:

The Board thanked Reed Benedict for his service to the Board and wished him well in all his future endeavors.

Adjournment:

Board Chair Reed Benedict made a motion to adjourn at 9:18 a.m. Board Member Brendan Lynch seconded the motion.

The motion was carried by a vote of Yeas – 3, Nays – 0
