City of Olney Plan Commission met June 7.

Here is the minutes provided by the Commission:

AGENDA #1 “Call To Order” The meeting of the Plan Commission was called to order at 7:46 p.m. in the Council Chambers of the Olney City Hall, 300 S. Whittle Avenue, Olney, Illinois, with Steve Eichhorst presiding.

AGENDA #2 “ROLL CALL” The following Plan Commission members were present: Barb Roberts, David Abell, Greg Eyer, Vicki Lobacz, Belinda Henton, Steve Eichhorst and Pat Everette. Wesley Tolliver and Scott Jones were absent. Also present were Code Enforcement Officer Mike Mitchell, City Attorney Bart Zuber and City Clerk Kelsie Sterchi.

AGENDA #3 “Approve Minutes Of The Plan Commission Meeting On April 2, 2018” Mr. Everette moved to approve the minutes of the Plan Commission meeting on April 2, 2018, seconded by Mrs. Roberts. Mrs. Roberts, Mr. Abell, Mr. Eyer, Mrs. Lobacz, Mrs. Henton, Mr. Eichhorst, and Mr. Everette voted yes. There were no opposing votes. The motion carried.

AGENDA #4 “SWEARING IN” Mr. Eichhorst asked that anyone wishing to testify on behalf of the items being discussed to stand and be sworn in. City Clerk Sterchi asked those standing to raise their right hand and “swear to tell the truth, the whole truth and nothing but the truth so help me God.” Chris Doll was sworn in.

AGENDA #5 “Rezone: 1403 E. Elm Street From R-2 (Single Family Residence District) To R-3 (Two Family Residence District)” Doll Real Estate, LLC., came before the Plan Commission to request rezoning of 1403 E. Elm Street from R-2 (Single Family Residence District) to R-3 (Two Family Residence District). The petitioner was requesting the rezoning in order to construct a two family dwelling (duplex). Chris Doll, representing Doll Real Estate, LLC., was present to speak on the request.

No one from the Plan Commission had any questions or concerns. No complaints on the request had been received by the City Clerk, but one phone call in favor of the request was received.

Mr. Everette moved to approve the rezoning of 1403 E. Elm Street from R-2 (Single Family Residence District) to R-3 (Two Family Residence District), seconded by Mr. Eyer. Mrs. Roberts, Mr. Abell, Mr. Eyer, Mrs. Lobacz, Mrs. Henton, Mr. Eichhorst, and Mr. Everette voted yes. There were no opposing votes. The motion carried.

The request for rezoning would be presented to the City Council for their approval or denial on Monday, May 14, 2018, at 7:00 p.m.

AGENDA #6 “Public Comments/Presentations” No one from the public was present.

Mrs. Henton recommended that the Plan Commission again start using Finding of Fact letters to better explain to the Council why the Commission recommends approval or denial of requests. In regards to this evening’s rezoning request, Mrs. Henton felt that the rezoning would be suitable, would increase property values, had already promoted the public health and safety in the area, etc.

A Finding of Fact letter would be created and presented to the Council on May 14, 2018.

AGENDA #7 “Adjourn” Mrs. Roberts moved to adjourn, seconded by Mr. Eyer. A majority affirmative voice vote was received. The Plan Commission meeting adjourned at 7:51 p.m.
