City of Martinsville City Council met February 28.
Here is the minutes as provided by the council:
Roll call was answered by the following council members and elected officials: Chris Davidson, Mike Cribelar, Melinda Lovell, Troy Propst, John Skinner and David Doran. Also in attendance was Mayor Herman Davidson with Clerk Marlene Wilhoit and Treasurer Melinda Owen absent. Employees and citizens in attendance are attached to the back of the minutes.
**Motion by M Cribelar 2nd by T Propst to approve minutes from 02-14-18 council meeting.
Upon roll call all council members present voted for the motion. (6)
**The following bids were received for 2 city vehicles for sale:
#1 / 1984 Chevrolet truck…….Evan Tingley $350.00
#2 / 2003 Ford F150………….Evan Tingley $350.00
Johnny Fussell $275.00
Both vehicles will be sold to Evan Tingley for a total of $700.00
**Motion by C Davidson 2nd by M Cribelar to approve Ordinance No. 2018-2-1 titled: “AN ORDINANCE
CONERNING THE SALE OF A ITEM OF PERSONAL PROPERTY OWNED BY THE CITY OF
MARTINSVILLE (2003 FORD F150)”
Upon roll call all council members present voted for the motion. (6)
**Motion by M Cribelar 2nd by D Doran to approve Ordinance No. 2018-2-2 titled: “AN ORDINANCE CONCERNING THE SALE OF AN ITEM OF PERSONAL PROPERTY OWNED BY THE CITY OF MARTINSVILLE ( 1984 CHEVY TRUCK)”
Upon roll call all council members present voted for the motion. (6)
Ordinance updates were discussed, more information forthcoming. This will be discussed at a later date.
Max Cruse, Martinsville’s representative for the Clark County Enterprise Zone addressed council with preliminary information about enterprise zone renewal. The actual cost for the city hasn’t been determined yet. Possible big incentive for building homes with tax abatement.
Council discussed hiring summer help. Council will vote at next meeting on how many, what to pay and starting date.
Discussion on spending limits of departments without prior approval. Nothing is in writing on limits but council feels we can leave as is unless issues arise.
Public Comments:
Word has been received that Dollar General will be using natural gas.
Received a quote from Central State Construction for renovations in City Hall for approx. $17,000.
Council discussed possibly re-locating City Hall.
Gas Department will be staying in the old “Scout Building”
Mention of dogs running loose
House on Webster needs yard cleaned (2 complaints)
Mention made of political signs being on city right of way and need moved back onto private property Contract with Republic was mentioned. Contract is up in less the 1 ½ years (Aug 2019) will need to let them know by March of 2019
