City of Paris City Council met March 26.

Here is the minutes provided by the Council:

Mayor Smith called the regular meeting of the Paris City Council to order at 5:30 PM. Rich Kash said the opening prayer. Present on roll call were Commissioners Boyer, Branson, Hughes, and Mayor Smith. Commissioner Kemper was absent.

The Pledge of Allegiance was repeated in unison.

Consent Agenda

Commissioner Hughes moved for approval of the Consent Agenda. Commissioner Boyer seconded the motion. Included on the consent agenda was the approval of the minutes of the March 12, 2018 regular meeting, bills previously paid $3,050.25, bills to be paid $134,135.57, salaries $137,999.49. All answered aye on roll call, no nays.

Ordinances And Resolutions

Ordinance No. 4, Series 2018 Ordinance Creating Lease and Transferring Real Estate. Commissioner Boyer introduced and moved to adopt, Commissioner Branson seconded the motion. Commissioner Branson moved to waive reading, Commissioner Boyer seconded the motion. All answered aye on roll call, no nays. Mayor Smith explained that this Ordinance creates a 99 year lease for the use of the parking lot and transfers the ownership of the former high school to Laborers Home Development Corp.

Ordinance No. 5, Series 2018 Ordinance Amending an Ordinance Prohibiting the Use of Groundwater as a Potable Supply by the Installation and Use of Potable Water Supply Wells or by any Other Method. Commissioner Branson introduced and moved to adopt, Commissioner Boyer seconded the motion. Commissioner Boyer moved to waive reading, Commissioner Branson seconded the motion. All answered aye on roll call, no nays.

Commissioner Reports

Mayor Smith:

Motion to authorize the Board of Fire and Police Commissioners to promote a patrolman to Sergeant. Mayor Smith moved to approve, Commissioner Hughes seconded the motion. All answered aye on roll call, no nays.

Motion to approve the TIF Advisory Committee recommendation of a $10,000 grant for the TIF application submitted by Josh and Ellyn Andrews for the Paris Realty building. Mayor Smith moved to approve, Commissioner Branson seconded the motion. All answered aye on roll call, no nays.

Motion to approve proposal from R.P. Lumber to re-cover the awning for the Police Annex at the cost of $3,705.00. Mayor Smith moved to approve, Commissioner Branson seconded the motion. All answered aye on roll call, no nays.

Motion to approve the purchase of security cameras for the Library. Mayor Smith moved to approve, Commissioner Branson seconded the motion. All answered aye on roll call, no nays.

Commissioner Boyer:

Motion to award bid for the demolition of 410 E. Adams to Bell and Bell Demolition Inc. for the cost of $5,800.00. Commissioner Boyer moved to approve, Commissioner Hughes seconded the motion. All answered aye on roll call, no nays.

Commissioner Branson:

Commissioner Kemper: (Absent, covered by Mayor Smith)

Motion to approve invoice from B & T Drainage to repair water leak in the amount of $3,850.00. Mayor Smith moved to approve, Commissioner Boyer seconded the motion. All answered aye on roll call, no nays.

Commissioner Hughes:

Information: Invitation to Thank You Ceremony at Laker Stadium on March 31st at 10:00AM. Harry invited the public to join in the ceremony to thank all the people who have been involved over the past years to rejuvenate Laker Stadium.

Michael reported that he is working on the budget and he plans to meet with the Council in the next few weeks.
