City of Martinsville City Council met March 28. 

Here is the minutes as provided by the council:

Roll call was answered by the following council members and elected officials: Chris Davidson, Mike Cribelar, Melinda Lovell, Troy Propst, John Skinner and David Doran. Also in attendance were Mayor Herman Davidson and Clerk Marlene Wilhoit with Treasurer Melinda Owen absent. Employees and citizens in attendance are attached to the back of the minutes.


**Motion by M Cribelar 2nd by M Lovell to approve minutes from 03-14-18 council meeting.

Upon roll call all council members present voted for the motion. (6)

**No Treasurer report presented at this meeting.

**4 way stop warning light prices were discussed again. Good quality lights are quite costly and lights flashing wouldn’t stop the few people that run the stop sign. The Mayor had presented the ordinance to council to either remedy or change so council will just have ordinance changed.

To make the City’s Alcohol Misuse Plan and Anti-drug Plan uniform a resolution needs passed to cover all full-time employees on both plans and not include part time employees.

**Motion by M Cribelar 2nd by D Doran to approve Resolution 2018-3-1 titled: “A Resolution Concerning Alcohol

Misuse Plan”.

Upon roll call all council members present voted for the motion. (6)

The council discussed 2 quotes received for repairs to the flooring at City Hall. After checking that estimates included prevailing wages the council will accept the quote from D & E Builders.

**Motion by M Cribelar 2nd by C Davidson to enter into contract with D & E Builders, Kansas, Illinois to repair and replace existing deteriorating floor in City Hall at the cost of $7,480.00 with the Mayor’s approval not to exceed

$10,000 for the total project.

Upon roll call all council members present voted for the motion. (6)

Public Comments:

It was noted that the annual Chamber dinner is scheduled for Monday, April 30th @ 6PM. If there is anyone planning to attend they need to contact Marlene for a head count.

The Clark County Enterprise Zone held a meeting last week. Work has started on updating each community’s zone. Cost for new update will be figured by population. Next meeting will be in June.

Concern about the drainage ditch that drains into Littlejohn Grain area on Vine Street was mentioned and the City is working on the problem.

**Motion by M Cribelar 2nd by J Skinner to adjourn meeting @ 8:15PM.
