Village of Noble Village Board met January 8. 

Here is the minutes as provided by the board:

The Village Council met on the above date at 7:00 p.m. The meeting was called to order and


present were Richard Clark, Tresa Hundley, Karen Totten, Carl Klingler, Paul Summers Gary

Ulm, Janet Pflaum, Judith Anderson and Carol O’Dell. Guests Joe Bogard

Opened with silent prayer and followed by reciting Pledge of Allegiance.

Motion made by Janet Pflaum to approve December 11, 2017, minutes. Seconded by Judith

Anderson. All voting Aye.

Treasurer Report and cash in back as of December was provided and accepted as presented.

Mayor Clark informed the board that the funds in the MFT were not all available as Larry

Heuerman had not been paid due to still waiting on proper paperwork from him so he could be

paid for last years services.

Joe Bogard is in boy scouts and looking to do projects for the Village to become an Eagle Scout.

Joe came to the board back on the first meeting in October 2017 and discussed building 2 picnic

tables and bridges for the park. Joe provided a list of materials from Hurns for both picnic tables

and bridges at an approx. cost of $351.16. Motion made by Paul Summers for Joe Bogard to

proceed building 2 picnic tables and 2 bridges for the park area once he obtains approval from

Scout board/person. Seconded by Carol O’Dell. Roll Call Vote Taken, All voting Aye with

exception of Gary Ulm. Motion carried.

Village Hall closed Monday January 15 for Martin Luther King Jr Day. Economic Statement

forms given to the board members for completion.

Copy of article related to Local impact of “Local Banks, Local Lending, Drying up in Rural

America” was given to Village board members for their review.

Village employee Bill Manuel tested for waste water and failed with a test score of 69 and

needed 70. He is scheduled to retest on February 5 at Edwardsville.

Thank You Card received from the Ulm family for the flowers received from the Village.

The Village Attorney Barry Bright provided the Village with a Sexual Harassment Policy that he

prepared and is more in depth than the Village current policy. Motion made by Gary Ulm to

update the existing Village Sexual Harassment Policy with the policy provided by Village

Attorney Bright and adopt an Ordinance. Seconded by Judith Anderson. Roll Call Vote Taken,

All voting Aye.

On or about January 10, 2011 and January 24, 2011 the Noble Village Board discussed tethering

of animals and was tabled indefinitely. Mayor Clark asked if interested in pursuing a nontethering

ordinance due to the recent situation of the pitbull matter. Upon further discussion the

board agreed that Mayor Clark will prepare a public notice to inform the Noble residents this is

being considered and will be discussed at the next Village board meeting.

Village employee Bill Manuel has been clearing/cleaning out the fence around the sewer plant

for the last 4 months. The fence along the North side of the Lagoon, along the railroad tracks

currently has woven wire fencing about three feet high with one strand of barbed wire on top. In

a couple spots trees have grown around the wire and lifted the wire upward, trees have been cut

out but there are a large number of 3 to 24 inch stumps remaining and brush has been burned.

The North side fencing is approx. 1,350 feet long or ¼ mile. Mayor Clark recommended the

North side be cleared of stumps with a bull dozer and replace 3 foot fence with a 6 foot chain

link fence with barbed wire. Steve Kinkade gave quote of $500.00 to remove stumps and Tom

Lucas gave quote of $24,641.78 for 1400 feet of chain link fence with 3 strands of barb wire.

Trustee Klingler made comment before anything is done need to check with Railroad on the right

of way because he thinks something is happening with the railroad. Mayor Clark talked with

Mike Bridges and was given footage for right of way. Trustee Summers mentioned maintaining

the fence by spraying it and careful with spraying for possible erosion. Trustee Ulm asked if

there was some kind of regulations for a fence? Mayor Clark was unsure and mentioned current

wire could be climbed over. Comments of putting up no trespassing signs and painting purple in

places. Mayor Clark said with material cost of $13,000 a 2/3 vote from the board it could be

done for a sole bidder. Trustee Ulm mentioned waiting until May/June until next budget is done.

Trustee Summers asked if quote included prevailing wage? Mayor Clark said prevailing wage

was included. Trustee Pflaum asked if the Village employee could put the fence up? Mayor

Clark said no they are not professionals and that is what is needed to do this. Trustee Ulm

mentioned again about waiting until June/July and see what $24,000.00 will be on top of the

budget. Mayor Clark said the funds could come out of the sewer fund and as of December there

was $90,000.00 in the sewer fund and has been a consistent amount. Trustee Summers said with

reviewing the sewer fund and the 3 way funds are being divided out for paying bills, the sewer

fund is shrinking. No action taken.

Amateur Sports Promotion for ad in Spring Sports Calendar was presented. No action.

Motion made by Carl Klingler to pay bills. Seconded by Judith Pflaum. All voting Aye.

Motion made by Carl Klingler to adjourn the meeting at 8:10 p.m. Seconded by Carol O’Dell.

All voting Aye.

Meeting adjourned until January 22, 2018, at 7:00 p.m.
