Village of Noble Village Board met March 12.

The Village Council met on the above date at 7:00 p.m. The meeting was called to order and present were Richard Clark, Tresa Hundley, Karen Totten, Paul Summers, Gary Ulm, Janet Pflaum, Judith Anderson and Carol O’Dell. Absent Carl Klingler.
Opened with silent prayer and followed by reciting Pledge of Allegiance.
Motion made by Gary Ulm to approve February 26, 2018, minutes. Seconded by Carol O’Dell. All voting Aye.
Treasurer Report and cash in back as of February was provided and accepted as presented
Board members were ask to turn in any new projects for the budget to the Treasurer.
The Village Hall will be closed at noon on Good Friday March 30.
Village is asking the public to please remove all ground decorations from the Noble Cemetery by March 30.
Easter Egg hunt will be held in the Noble Park on March 31 at 2:00 p.m. Elks Easter Egg hunt will be held in the Olney City Park on March 31 at 11:00 a.m.
Spring Cleanup for Village of Noble garbage customers is scheduled for May 2.
Motion made by Judith Anderson to close N. Noble Ave. on May 5 for the Car Show and close N. Noble Ave. and Wildcat St, also make 100 block of E. Elm. St. one way for the Noble Chowder on August 11, 2018. Seconded by Janet Pflaum. All voting Aye.
Discussion held regarding replacing lights in the Noble Park with LED lights. A Quote from Olney Quality Electric Inc. was provided for replacing 12 MV lights with LED lights, set an anchor and guy wire for existing pole for material and labor of $2,960.00. Motion made by Gary Ulm to accept quote from Olney Quality Electric and replace 12 MV lights with LED lights, and set anchor and guy wire for existing pole at a cost of $2,960.00. Seconded by Carol O’Dell. Roll Call Vote Taken, All voting Aye.
WIN Publishing contacted Village regarding ads for the Clay City High School Annual Sports Posters. Motion made by Gary Ulm to not participate with WIN Publishing. Seconded by Janet Pflaum. All voting Aye.
Replacing old water meters was discussed. Mayor Clark went over a quote that was given for radio read at a cost for first 25 meters and system of $15,000.00. Mayor Clark also explained the Senate Bill 3080, this bill will require that within one year of its passage every community water system create a plan to replace all known lead service lines “both public and privately owned, within 10 years”. Illinois Rural Water Association urged everyone to file an opposition and Mayor Clark has done so. Village employee Lonnie Smith has indicated he will be retiring at the end of this year/beginning of next year. Mayor Clark mentioned Trustee Klingler believes Village only needs one employee and if that happens remaining employee will need assistance. No action taken at this time, information will continue to be gathered.
Mayor Clark mentioned he was informed the truck bed on the Village state truck is rusted.
