Village of Noble Village Board met Feb. 12.
Here is the minutes provided by the Board:
The Village Council met on the above date at 7:00 p.m. The meeting was called to order and present were Richard Clark, Tresa Hundley, Karen Totten, Carl Klingler, Gary Ulm, Janet Pflaum, Judith Anderson and Carol O’Dell. Absent Paul Summers. Guests were Randy Baker, Jana Baker, Leo Overton and Raejean Richardson.
Opened with silent prayer and followed by reciting Pledge of Allegiance.
Motion made by Gary Ulm to approve February 12, 2018, minutes. Seconded by Judith Anderson. All voting Aye.
Treasurer Report and cash in back as of January was provided and accepted as presented
The Village Hall will be closed Monday, February 19 for President’s Day.
Mayor Clark informed the board that Joe Bogard has completed building the bridges and will have the tables finished tomorrow.
Tethering Committee Chairman Trustee Anderson provided an update from the committee meeting where they met twice to discuss needs of safety for/from dogs and discussed the State law. Mayor Clark talked to the Village lawyer and what would happen if Village passed non- tethering and was told it could be challenged since State Law allows tethering. Village Codebook mirrors the State law for tethering guidelines. Committee and Mayor Clark presented a letter to be sent out (via inserted with water bills next month) outlining guidelines for tethering/care for dogs. Village residents Randy Baker, Jana Baker, Leo Overton and Raejean Richardson were present to hear what the Village board decided on non-tethering in the Village limits. Discussion held and overall decision agreed that the issue would be put on the ballot if possible in November. Motion made by Gary Ulm to insert letter outline for care/tethering for dogs in with water bills. Seconded Carol O’Dell. All voting Aye.
Smoking in Village vehicles was discussed. Motion made by Gary Ulm to notify Village employees no smoking will be allowed in Village trucks. Seconded by Carol O’Dell. All voting Aye. Board agreed if employee does smoke and gets caught a written reprimand will be put in the employee’s file.
Mayor Clark mentioned Village currently has 5 wooden tables at the park and Joe Bogard has built 2 tables and ask what the board members thought about having Village employees build 3 more tables for park use. No objection made.
Motion made by Carl Klingler to pay bills. Seconded by Janet Pflaum. All voting Aye.
Motion made by Carl Klingler to adjourn the meeting at 8:10 p.m. Seconded by Judith Anderson. All voting Aye.
