Village of Noble Village Board met Jan. 22.

The Village Council met on the above date at 7:00 p.m. The meeting was called to order and present were Richard Clark, Tresa Hundley, Carl Klingler, Paul Summers Gary Ulm, Janet Pflaum, Judith Anderson and Carol O’Dell. Guests were Randy Baker and Jana Baker
Opened with silent prayer and followed by reciting Pledge of Allegiance.
Motion made by Paul Summers to approve January 8, 2018, minutes. Seconded by Gary Ulm. All voting Aye.
Mayor Clark informed the board a settlement was reached on the accident that Lonnie had in 2014, where he backed into another vehicle with the Village truck. Illinois Municipal League handles the Village insurance.
Justin Bloomer requested use of the little league field on Wednesdays and most weekends.
Mayor Clark received a letter from Storm Sirens Inc. inquiring if the Village is interested in a storm siren. Also received a flyer from The Evolis for a radar speed sign. Both are available for review.
Non-tethering of dogs in the Village was discussed. In 2010 Olney passed an Ordinance for non- tethering. The Village of Noble board discussed this matter on or about the same time-frame but did not take action on the issue. Randy and Jana Baker were present and Mrs. Baker said “they were here tonight to show their support for a ban on tethering within the Village of Noble”. Mrs. Baker commented this issue was brought before the Village Board in 2011 and felt little to no support was given. Mrs. Baker said since that time, they have continued to see dogs chained out, getting tangled and unable to reach food and water. Mrs. Baker said “People can make excuses for not supporting this ordinance but the bottom line is no animal deserves a life sentence of living on a chain”. Mr. and Mrs. Baker urged the Village Board to pass an ordinance. Trustee O’Dell presented a list she was given by a resident of names on a paper entitled “Don’t Want Animals Chained Outside “24/7”. Mr. & Mrs. Baker mentioned different situations where animals have been tied out in their area that have not been taken care of properly. Comments were made about Village also has an issue of dogs running at large, who will be the one to enforce a non-tethering ordinance and possibly there were State guidelines for tethering. Mrs. Baker thought the person who would enforce such ordinance would fall under same as who enforces mowing and junk in the Village. Trustee Anderson said lets get something in affect and not question who will enforce it and she would rather not have another incident like what previously happened. Discussion stopped and Mayor Clark said matter will be addressed again when or if there is another incident, with such comment the discussion began again. Trustee O’Dell said she personally thought there needs to be an ordinance for safety of the people. Trustee Anderson said she does not want to wait for it to happen again. A Committee was formed (Judith Anderson, Carl Klingler and Janet Pflaum). When the Committee is ready the matter would be put back on the agenda.
Motion made by Gary Ulm to adopt Ordinance Amending the Municipal Code of the Village of Noble Illinois Establish a revised Policy Prohibiting Sexual Harassment effective January 15, 2018 pursuant to Public Act 100-554. Seconded by Judith Anderson. Roll Call Vote Taken, All voting Aye.
Pay increase for Village employee Bill Manuel was discussed. Trustee Anderson commented that it was the provision when Bill Manuel was hired that he would receive an increase on or before one year of being employed. Bill Manuel has been employed a year last August by the Village. Motion made by Gary Ulm to increase Bill Manuel’s hourly pay by $2.00 (from $15.00 to $17.00) an hour. Seconded by Carl Klingler. Roll Call Vote Taken, All voting Aye.
Mayor Clark thanked the board for the flowers for his brother’s service.
