Arcola City Council met February 20. 

Here is the minutes as provided by the council:

     Mayor Ferguson called the meeting to order at 7:00 p.m. Members present were Alderpersons Huckstep, Smith, Hensley, Ferguson, Guyot and Foran. City Administrator Wagoner, Treasurer Anderson and Attorney Bequette were also present.


     Pledge of Allegiance Alderwoman Huckstep led the council and audience in the Pledge of Allegiance.

     Public Comment Bonnie Yoder and Cindy Rodmaker both commented on downtown merchants wanting something done about ground floor apartments in commercial buildings.

     Approval of February 05, 2018 Council Meeting Minutes Alderman Foran moved to approve the February 05, 2018 council meeting minutes as presented and was seconded by Alderman Guyot. Roll call vote, all ayes. Motion carried.

     Approval of February 03, 2018 – February 16, 2018 Bills Alderwoman Huckstep moved to approve the February 03, 2018 – February 16, 2018 bills as presented and was seconded by Alderman Hensley. Roll call vote, all ayes. Motion carried.

     Report from the TIF Advisory Committee The TIF Advisory Committee met February 06, 2018 reviewed and recommended the council approve a request from David Yaw of Yaw Investment for a 20% TIF rebate to reroof building located at 126 N. Oak. Alderman Foran moved to accept the recommendation of the TIF Advisory Committee and was seconded by Alderman Guyot. Roll call vote, all ayes. Motion carried.

The TIF Advisory reviewed and recommended the council approve a request from Les Combs for a 20% rebate to purchase Goods Auto Body. Alderman Smith moved to accept the recommendation of the TIF Advisory Committee and was seconded by Alderman Hensley. Roll call vote, Huckstep, aye; Smith, aye; Hensley, aye; Ferguson, abstain; Guyot, aye; Foran, aye. Motion carried.

     Consider and Approve Donation to the Arcola Firefighter’s Association  Alderman Foran moved to approve donation of using Arcola Center free of charge and was seconded by Alderman Smith. Roll call vote, all ayes. Motion carried.

     Committee Reports

          Alderwoman Huckstep                               Had nothing at this time.

          Alderman Smith                                         Reported the Police, Ordinance &

                                                                             Enforcement Committee met prior to this

                                                                            meeting and discussed zoning concerns from

                                                                             citizens regarding rentals units in downtown

                                                                             businesses. Also discussed candidates for

                                                                             police positions.

          Alderman Hensley                                     Had nothing at this time.

          Alderwoman Ferguson                              Had nothing at this time.

          Alderman Guyot                                        Had nothing at this time.

          Alderman Foran                                         Had nothing at this time.

     As this concluded the business of the meeting, Alderwoman Huckstep moved to adjourn and was seconded by Alderman Smith. Council approved unanimously by voice vote.

     Adjourned at 7:17 p.m.
