Neoga City Council met October 10.

Here is the minutes provided by the Council:

Call to Order:

The meeting was called to order at 7:00 p.m. by Mayor Tony Kepp. The Pledge of Allegiance was recited. Those present were: Commissioners Lindley, Edwards, Hartke, Groves, and Mayor Kepp. Others present were City Clerk Brenda Evans, City Treasurer Diana Foor, Nathan Bergin, Audra Salvato, and Craig Coen.

Minutes:

After reviewing the minutes, Commissioner Edwards made a motion to approve the regular and special session minutes from September 25, 2017. The motion was seconded by Commissioner Groves. Ayes, Commissioner Edwards, Hartke, Groves and Mayor Kepp. Nays, none. Commissioner Lindley abstained. Motion carried. 4-0.

Public Affairs, Mayor Kepp:

No report was given.

Finance, Commissioner Hartke

Treasurer’s Report:

After viewing the treasurer’s report, Mayor Kepp ordered the financial report to be placed into the files of the City Clerk.

Ordinance #901-10-17 An Ordinance Amending the Terms and Provisions of the General Obligation Waterworks and Sewerage Bonds (Alternate Revenue Source), Series 2005 of the City of Neoga, Cumberland County, Illinois, Authorizing the Execution and Delivery of Certain Documents in Connection Therewith, and Related Matters.

Commissioner Hartke explained that this ordinance was needed to refinance the existing sewerage bonds from 5% interest rate to 2.5% interest. With little discussion, Commissioner Hartke made a motion to accept the ordinance as presented and have the Mayor Pro-tem sign the paperwork. The motion was seconded by Commissioner Edwards. Ayes, Commissioner Hartke, Groves, Lindley, Edwards, and Mayor Kepp. Nays, none. Motion carried. 5-0.

Public Property, Commissioner Groves:

Ej Water Agreement-

Commissioner Groves informed the Council that the changes have been submitted to the City Attorney, but he has not heard back from her on the recommended changes.

Streets And Alleys, Commissioner Edwards:

Tree Trimming-

Commissioner Edwards said that the tree service company should be in Neoga this week if the weather cooperates.

Health And Safety, Commissioner Lindley:

Commissioner Lindley said that the confined space training went very well, and everyone was pleased that we held the class.

Public Comments:

Audra Salvato told the Council that she and her husband recently purchased the property at 418 Oak Avenue and are fixing it up for their business. Mrs. Salvato said that last week someone dropped off a number of tires at their dumpster. She explained that her husband contacted the police department to file a complaint and asked if the city would pick them up. The police department recommended that they contact the city office about it. City Clerk Evans explained that Mr. Salvato asked about the tires, and she told him that the city hears about this happening once in a while, and that they can’t pick up things like that. Mr. Salvato asked about the fence around his dumpster. Evans said she told him that the fence was a possibility, and she would check with Mr. Morrison. She will also check on the set back. Evans said that the maps in city hall showed the 4th Street road was 70’ wide, and Superintendent Helm measured that off for Mr. Salvato; however, it was approximately 10’ inside the 4th Street road. Evans said that she was going to the Cumberland County Clerk’s office on Wednesday to double check on it, and she would contact Mr. & Mrs. Salvato about their options. It was the consensus of the Council that the city couldn’t be responsible for things being dropped off at businesses, but they will speak with Chief Schabbing about the police department watching the business district closer to help eliminate this problem.

Craig Coen asked the city what else they would like to see done at his property located at 618 Wilson Avenue. Coen said that all his cars are licensed & insured, and he has cleaned up around the house. Coen explained that he has been fined $7800 because of the issues, but wanted to know what else the council wanted out of him. City Clerk Evans explained that Mr. Coen was fined $3000 in the beginning and agreed to pay $50 per month, which he was doing. However, additional fines were assessed upon him, and the City Attorney would like for him to pay more than $50 per month so that it is paid off sooner so the case could be closed. At this time Mr. Coen left the meeting.

Nathan Bergin told the Council that he has taken the house down and is now trying to get it all cleaned up, and he is hopeful to be able to meet the deadline.

Executive Session:

Commissioner Edwards made a motion at 7:21 pm to move into executive session for Personnel - Section 2 (c) (1) – Employee hiring, firing, compensation, discipline and performance. The motion was seconded by Commissioner Groves. Ayes, Commissioner Edwards, Hartke, Groves, Lindley and Mayor Kepp. Nays, none. Motion carried. 5-0.

Reconvened And Roll Call:

The meeting was reconvened at 7:48 p.m. on a motion from Commissioner Edwards. The motion was seconded by Commissioner Groves. Those present for roll call were: Commissioners Edwards, Hartke, Groves, Lindley, and Mayor Kepp.

Adjournment:

Commissioner Edwards made a motion to adjourn the meeting at 8:09 p.m. The motion was seconded by Commissioner Lindley. Ayes, Commissioner Edwards, Hartke, Groves, Lindley, and Mayor Kepp. Nays, none. Motion carried. 5-0.
