Lawrenceville City Council met Thursday, Oct. 12.

The Council of the City of Lawrenceville, Lawrence County, Illinois met in regular session in the City Council Chambers of the City Hall Building on Thursday, October 12, 2017 at the hour of 7:00 p.m. The following Aldermen were present on roll call: Fritch, Holcomb, Courtney, Volkman, Waldrop, Howder and Stevens. Absent: Blacketer.
Mayor Wagner called the meeting to order. Waldrop gave the prayer. All present then recited the Pledge of Allegiance while facing the flag.
The Council had earlier received copies of the minutes of the regular Council meeting of September 14, 2017. Mayor Wagner asked for questions or comments. Courtney made a motion to approve the minutes of the meeting of September 14, 2017. Stevens seconded the motion. Motion passed on a voice vote.
The Council had earlier received copies of the bills of the City, Sewer and Water Departments for September. Mayor Wagner asked for questions or comments. Courtney made a motion to approve paying the bills for September. Waldrop seconded the motion. Motion passed on a roll call vote 7-0-1. Yeas: Holcomb, Fritch, Courtney, Volkman, Waldrop, Howder and Stevens. Nays: None. Absent: Blacketer.
Mayor Wagner reported the City’s accounts to the Council. The City working budget, is inline after 5 months of the 17-18 fiscal year. Mayor Wagner praised all City employees for their hard work and dedication to the City.
Mayor Wagner presented Resolution 10-1-17 to the Council. The resolution for the City to adopt the Lawrence County Multi-Hazard Mitigation Plan.
Mayor Wagner asked for questions or comments. Fritch made a motion to approved Resolution #10-01-17 to adopt the Lawrence County Multi-Hazard Mitigation Plan. Holcomb seconded the motion. Motion passed on a roll call vote 7-0-1. Yeas: Fritch, Courtney, Holcomb, Howder, Stevens, Volkman and Waldrop. Nays: None. Absent: Blacketer.
Mayor Wagner presented Ordinance #1521 to the Council. Ordinance #1521 purposed to approve the Annual Levy for 2017 for the City of Lawrenceville. Mayor Wagner gave the second reading of the Annual Levy Ordinance; $473,000.00 in property taxes.
Mayor Wagner asked for questions or comments. Courtney made a motion to approve Ordinance #1521. Holcomb seconded the motion. Motion passed on a roll call vote 7-0-1. Yeas: Stevens, Waldrop, Courtney, Fritch, Blacketer, Holcomb, Lynn and Howder. Nays: None. Absent: Blacketer.
Mayor Wagner noted to the Council that the CEO program is up for renewal. The program, Creating Entrepreneurial Opportunities (CEO); a business minded program that teaches select students (juniors and seniors from high schools within the County) about local businesses and entrepreneurial skills. The renewal fee for a business inventor is $1,000 per for 3 years or $3,000.
Mayor Wagner asked for questions or comments. Waldrop made a motion to approve $3,000.00 towards the CEO program. Holcomb seconded the motion. Motion passed on a roll call vote 7-0-1. Yeas: Stevens, Waldrop, Courtney, Fritch, Blacketer, Holcomb, Lynn and Howder. Nays: None. Absent: Blacketer.
The Legislation Committee will meet on October 16th. The committee will discuss stricter building codes.
Stevens, Chairman of the Park Committee, informed the Council that the park has started building restrooms at the west end of the park.
The Mayor noted that the City will flush fire hydrants from October 23rd to October 27th.
State Representative David Reis will be in Lawrenceville on October 17th with office hours 1:00 to 2:00.
Yost Housing Development has started groundbreaking on a 30-unit rental housing complex in T.I.F #1 behind Wal-Mart.
Ameren Illinois has donated a 2008 Ford bucket truck to the city. Mayor Wagner asked Ameren for the donation in July of 2016. The city will be using he truck for safety reasons, trimming trees or putting up signs. A presentation will be held at City Hall at 11:00 on Tuesday, October 17th.
The City will have Halloween hours on October 31st from 6:00 p.m. to 8:00 p.m. The Police Department encourages residents that participate in Halloween to go to houses with lights on.
Courtney made a motion to adjourn. Waldrop seconded the motion. The motion was approved by voice vote. Time: 7:26 p.m.
