The Council of the City of Lawrenceville, Lawrence County, Illinois met in regular session in the City Council Chambers of the City Hall Building on Thursday, July 13, 2017 at the hour of 7:00 p.m. The following Aldermen were present on roll call: Fritch, Holcomb, Courtney, Volkman, Stevens, Waldrop, Howder and Blacketer. Absent: None
Mayor Wagner called the meeting to order. Waldrop gave the prayer. All present then recited the Pledge of Allegiance while facing the flag.
The Council had earlier received copies of the minutes of the regular Council meeting of June 8, 2017. Mayor Wagner asked for questions or comments. Waldrop made a motion to approve the minutes of the meeting of June 8, 2017. Blacketer seconded the motion. Motion passed on a voice vote.
The Council had earlier received copies of the bills of the City, Sewer and Water Departments for June. Mayor Wagner asked for questions or comments. Courtney made a motion to approve paying the bills for June. Stevens seconded the motion. Motion passed on a roll call vote 6-0-1. Yeas: Holcomb, Fritch, Stevens, Courtney, Volkman, Waldrop, Howder and Blacketer. Nays: None. Absent: None.
Mayor Wagner reported the City’s accounts to the Council. The City working budget, is 4% under budget after 2 months of the 17-18 fiscal year. Mayor Wagner praised all City employees for their hard work and dedication to the city.
Richard Trowbridge presented the M.F.T. program to the Council. Trowbridge came to ask for the sum of $95,190.53 of Motor Fuel Tax funds to maintain the City’s streets. Mayor Wagner asked for questions or comments. Fritch made a motion to approve $95,190.53 of Motor Fuel Tax money for street maintenance. Courtney seconded the motion. Motion passed on a roll call vote 8-0. Yeas: Blacketer, Waldrop, Howder, Volkman, Courtney, Fritch, Holcomb and Stevens. Nays: None.
Mayor Wagner presented Ordinance #1518 to the Council. Ordinance #1518 purposed the approval of the Annual Appropriation for 2017-2018. Mayor Wagner stated that the appropriation will be a 2.5% increase over last year, with a projected amount of $5,639,000.00 million dollars.
Mayor Wagner asked for questions or comments. Waldrop made a motion to approved Ordinance # 1518. Courtney seconded the motion. Motion passed on a roll call vote 8-0. Yeas: Blacketer, Courtney, Volkman, Howder, Waldrop, Fritch, Holcomb and Stevens. Nays: None. Absent: None.
Mayor Wagner read the minutes of the Zoning Board of Appeals meeting to the Council. A request from O’Reilly Auto Enterprises, LLC to change the zoning of (4) properties on West Haven Road to B-3 Highway Business from R-1 single Family Residential. The Zoning Board approved the zoning change and recommended the change to the City Council.
Mayor Wagner asked for questions or comments. Courtney made a motion for the zoning change from R-1 to B-3 as recommended by the Zoning Board. Holcomb seconded the motion. Motion passed on a roll call vote 8-0. Yeas: Blacketer, Waldrop, Courtney, Fritch, Howder, Lynn, Holcomb and Stevens. Nays: None. Absent: None.
Fritch, Utilities Committee chairperson, reported to the Council the Utilities department received a proposal from Tracy Electric to install a complete grounding grid around the well pump house with a surge protector. Mayor Wagner noted this is a preventive matter; in case the pump house is struck by lightning. The proposal is for $7,900.00.
Mayor Wagner asked for questions or comments. Fritch made a motion to approve $7,900.00 for a grounding grid from Tracy Electric. Waldrop seconded the motion. Motion passed on a roll call vote 8-0. Yeas: Blacketer, Fritch, Howder, Holcomb, Courtney, Volkman, Waldrop and Stevens. Nays: None. Absent: None.
Mayor Wagner noted to the Council that the County Board s raising their price for taking in Leachate water. Wagner recommends the city raise the price for taking in Leachate water to $.12 per gallon.
Mayor Wagner asked for questions or comments. Stevens made a motion to raise the water charge for Leachate water to $.12 per gallon. Stevens seconded the motion. Motion passed on a roll call vote 8-0. Yeas: Blacketer, Fritch, Howder, Holcomb, Courtney, Volkman, Waldrop and Stevens. Nays: None. Absent: None.
Stevens, Chairman of the Park Committee, informed the Council that the park is adding a 20 x 10 building with restrooms at the west end of the park and a basketball court with an adjustable goal. The plans for a “dog park” at Wishnick Park are moving ahead.

Mayor Wagner reported that construction on a new sidewalk, starting at the entrance of the hospital and heading west, will start by July 20th.
