Lawrenceville City Council met May 11.

Here is the minutes provided by the Council:

The Council of the City of Lawrenceville, Lawrence County, Illinois met in regular session in the City Council Chambers of the City Hall Building on Thursday, May 11, 2017 at the hour of 7:00 p.m. The following Aldermen were present on roll call: Fritch, Holcomb, Stevens, Waldrop, Courtney, Howder and Blacketer. Absent: None.

Mayor Wagner called the meeting to order. Waldrop gave the prayer. All pesent then recited the Pledge of Allegiance while facing the flag.

The Council had earlier received copies of the minutes of the regular Council meeting of April 13, 2017. Mayor Wagner asked for questions or comments. Courtney made a motion to approve the minutes of the meeting of April 13, 2017. Holcomb seconded the motion. Motion passed on a voice vote.

The Council had earlier received copies of the bills of the City, Sewer and Water Departments for April. Mayor Wagner asked for questions or comments. Blacketer made a motion to approve paying the bills for April. Stevens seconded the motion. Motion passed on a roll call vote 7-0. Yeas: Holcomb, Fritch, Stevens, Courtney, Waldrop, Howder and Blacketer. Nays: None. Absent: None.

Mayor Wagner reported the City’s accounts to the Council. The City working budget, at 93.2%, is 6.8% under budget after 12 months of the 16-17 fiscal year. Mayor Wagner indicated the City has been under budget four years in a row. Mayor Wagner praised all City employees for their hard work and dedication to the City.

Mayor Wagner presented the “Key to the City” to longtime business owner Alten Kull. The Kull Insurance Agency has been an insurance company in the community for 50 years.

The Mayor and the Council congratulated and gave a plaque to outgoing Council member Danny Lynn for 10 years of time and service.

Mayor Wagner proceeded to swear in re-elected City Clerk, Rodney Nolan.

Clerk Nolan proceeded to swear in re-elected mayor and re-elected Council members. People sworn in: Mayor Don Wagner, Alderpersons: David Courtney, Janice Holcomb, Ann Howder, Wendell Stevens and Ron Waldrop.

Clerk Nolan also swore in newly elected City Treasurer, Tommy Vaught.

Richard Trowbridge presented the M.F.T. program to the Council. Trowbridge asked for the sum of $110,000.00 of Motor Fuel Tax funds to repaved seven City streets this year.

Mayor Wagner asked for questions or comments. Waldrop made a motion to approved Resolution #05-01-17, a resolution supporting the summer M. F. T. program. Holcomb seconded the motion. Motion passed on a roll call vote 7-0. Yeas: Holcomb, Fritch, Courtney, Howder, Stevens, Blacketer and Waldrop. Nays: None.

Tom Tipsword, Chairman of the T.I.F. committee, read the minutes of the T.I.F meeting to the Council. In the T.I.F #1 district, several projects will start this summer; $60,000.00 for lighting, $100,000.00 for City upgrades; and $100,000.00 to the expansion of the Yost project.

The City will resurface River Run Road within T.I.F #2 this summer. The River Run Road resurface project is estimated to cost $42,000.00. The T.I.F #2 account does have the money for the project.

Mayor Wagner asked for questions or comments. Courtney made a motion to approve the projects in T.I.F #1 and T.I.F#2. Blacketer seconded the motion. Motion passed on a roll call vote 7-0. Yeas: Blacketer, Howder, Fritch, Courtney, Holcomb, Stevens and Waldrop. Nays: None. Absent: None.

Police Chief White reported to the Council the parking problem at 13th and State streets will be alleviated with an elimination of one parking place.

Mayor Wagner informed the Council that the city has received two federal grants. One grant will help build a water line on 8th Street. The second grant will use a camera to detect problems with sanitary/storm lines within the city. Both grants will start later this year.

Mayor Wagner noted that the Liquor Commission met and approved the request from Jan Loeb for a Class “D” restaurant Liquor License. Mayor Wagner asked for questions or comments. Courtney made a motion to approve a Class “D” Liquor License to Jan Loeb. Stevens seconded the motion. Motion passed on a roll call vote 7-0. Yeas: Holcomb, Courtney, Fritch, Waldrop, Howder, Blacketer and Stevens. Nays: None. Absent: None.

Mayor Wagner recommended to the Council to give the responsibilities and duties of T.I.F administrator to City Clerk Nolan. Mayor Wagner asked for questions or comments. Blacketer made a motion to approve moving the T.I.F administrator to the City Clerk. Courtney seconded the motion. Motion passed on a voice vote.

Mayor Wagner informed the Council that the Lawrence County United Fund, a 501C3 tax deductible organization raises money that stays in the County. This organization helps senior citizens, the local library, food pantries and preschoolers in Lawrence County. Lawrence County United Fund requested a stipend from the City. Mayor Wagner asked for questions or comments.

Fritch made a motion for a $1,000.00 stipend to the Lawrence County United Fund. Holcomb seconded the motion. Motion passed on a roll call vote 7-0. Yeas: Holcomb, Courtney, Fritch, Waldrop, Howder, Blacketer and Stevens. Nays: None. Absent: None.

Crews at the Cemetery and Park Departments are getting ready for Memorial Day and the Pool opening. The City Pool will open on May 27th with a free day for everyone.

Mayor Wagner noted the Lawrence County United Fund-Toyota Boshoku Illinois 3rd Annual Ride for LCUF on June 3rd at Lanterman Park Pavilion in Bridgeport.

Courtney made a motion to adjourn. Blacketer seconded the motion. The motion was approved by voice vote. Time: 7:42 p.m.
