Item No. 8 Resolution No. 84-2017, A Resolution Correcting Scrivener's Error on Resolution No. 71-2017 - Adopt
(This Resolution corrects Section III of Resolution No. 71-2017 to reflect that Heuerman Brothers Trucking has been awarded the contract for Groups 1 and 3 of the project, and Charles Heuerman Trucking has been awarded the contract for Group 2. This Resolution was approved at the May 16, 2017 Council meeting.)
Item No. 9 Third Street Sanitary Sewer Replacement - Change Order No. 4, Final Pay Estimate, Certificate of Project Completion - Approve
(The final change order for the project is a deduction of $1,999.50. Final cost of the project is $241,344.70. Request approval of the final change order and pay estimate, acceptance of the project and release of the bonding.)

(Chief Fuesting will introduce to the Council full-time Police Officer Andrew Meyers.)
6. Discussion: Employee of the Year Presentation
(Mayor Bloemker will recognize the City's Employee of the Year. To qualify for this award, the employee must have earned an Employee of the Quarter Award within the same year. The City's Employee of the Year Award winner is Lt. Jason Lee with the Fire Department. The three other nominees were Sasha Althoff (Economic Development), Cindy Thies (Police Department) and Matt Walk (Public Works Department).
7. Discussion and Approval: Ordinance No. 41-2017, An Ordinance Rescinding Ordinance No. 23-2017
(Ordinance No. 23-2017 rezoned property owned by Heartland Human Services at 1201 North Fourth Street from Class B-1, Neighborhood Shopping District, to Class R-3C, Multiple Dwelling District. This new ordinance corrects errors found in the legal description.)

10. Discussion: Effingham Performance Center Financial Request
(Rich Jorn will be present seeking City Council financial support for the replacement of carpeting throughout the facility. The estimated request is $45,000. The funding will come from the City's Tourism Fund in the form of a reimbursement after the completion of the project.)
11. Discussion: Water Rate Study
(This is for a residential and wholesale water users rate study for the next four years. The project is estimated to cost $24,930.)
12. Discussion: 2017 Crack/Seal Program
(Bids for this project will be accepted on June 13.)

(Bids for this project will be accepted on June 13.)
14. Discussion: South Banker Street Business District
(A business district is being proposed for the South Banker Street area. Gene Norber from Economic Development Resources will be present to discuss the proposed district.)

(City Administrator Jim Arndt will present to the Council the Fourth Quarter Financial Report for Fiscal Year 2017. The report will be placed on the City's website after the completion of the meeting.)
