Lawrenceville City Council met April 13.

Here is the minutes provided by the Council:

The Council of the City of Lawrenceville, Lawrence County, Illinois met in regular session in the City Council Chambers of the City Hall Building on Thursday, April 13, 2017 at the hour of 7:00 p.m. The following Aldermen were present on roll call: Fritch, Holcomb, Stevens, Courtney, Howder and Blacketer. Absent: Lynn and Waldrop.

Mayor Wagner called the meeting to order. Holcomb gave the prayer. All present then recited the Pledge of Allegiance while facing the flag.

The Council had earlier received copies of the minutes of the regular Council meeting of March 9, 2017. Mayor Wagner asked for questions or comments. Courtney made a motion to approve the minutes of the meeting of March 9, 2017. Holcomb seconded the motion. Motion passed on a voice vote.

The Council had earlier received copies of the bills of the City, Sewer and Water Departments for March. Mayor Wagner asked for questions or comments. Blacketer made a motion to approve paying the bills for March. Stevens seconded the motion. Motion passed on a roll call vote 6-0-2. Yeas: Holcomb, Fritch, Stevens, Courtney, Howder and Blacketer. Nays: None. Absent: Lynn and Waldrop.

Mayor Wagner reported the City’s accounts to the Council. The City working budget, after 11 months into the FY 16-17, is under 4%. Mayor Wagner praised all City employees for their hard work and dedication to the City.

Mayor Wagner presented the “ Key to the City” to longtime business owner Terry Shelton. Shelton’s Body Shop had been servicing the community for 48 years before retiring in November.

Mayor Wagner reported to the Council the only bid for the City audit from Kemper CPA Group for $18,100.00. $15,450.00 for the City’s audit, $1,175.00 for the Police Pension audit, $1,025.00 for the TIF #1 audit and $450.00 for TIF #2 audit. Mayor Wagner asked for questions or comments.

Courtney made a motion to accept the bid for the City’s audit. Fritch seconded the motion. Motion passed on a roll call vote 6-0-2. Yeas: Blacketer, Howder, Courtney, Fritch, Holcomb and Stevens. Nays: None. Absent: Lynn and Waldrop

Mayor Wagner presented Resolution #04-01-17 to the Council. Resolution #04-01-07 is for the Mayor and City Clerk to continue to participate in the Illinois Municipal Retirement Fund.

Mayor Wagner asked for questions or comments. Courtney made a motion to accept Resolution #04-01-17. Blacketer seconded the motion. Motion passed on a roll call vote 6-0-2. Yeas: Blacketer, Courtney, Howder, Fritch, Holcomb and Stevens. Nays: None. Absent: Lynn and Waldrop

Mayor Wagner gave the Council a proposal for upgrading the City’s computer system. The proposal consists of six new computers from American Micro Electronics Group from Vincennes, IN for $7,470.00. The amount includes software, maintenance and consulting services. The cost for the various computers is to be shared by all departments within the City.

Mayor Wagner asked for questions or comments. Courtney made a motion to accept the computer system bid for $7,470.00. Stevens seconded the motion. Motion passed on a roll call vote 6-0-2. Yeas: Blacketer, Courtney, Howder, Fritch, Holcomb and Stevens. Nays: None. Absent: Lynn and Waldrop

Mayor Wagner announced that seven streets will be repaved with Motor Fuel Tax funds this year. The Street Department will work on repairing sidewalks and street patching this summer. Some dilapidated trailers and houses will be torn down. A street in River Run Estates will be repaved in the T.I.F #2 area.

The Legislation Committee met earlier this month. The committee determined that riding lawn mowers, golf carts, four-by-fours and similar vehicles will be prohibited as a means of transportation within the city. An exception would be for a riding lawn mower that is moving from one job to another job.

Mayor announced that Donn Hammer had been reappointed to the Police Pension board. Gene Bartle was appointed to the City’s Zoning board and Jim Horn was named to the T.I.F. Committee.

The Council received a letter of resignation from Ward 2 Alderman Danny Lynn, who has relocated to a different area. Lynn had served on the Council for about a decade.

Mayor Wagner will make an appointment for the Ward 2 position, and the replacement will be on the Council for Lynn’s remaining two years.

The Mayor noted that the City will flush fire hydrants from May 8th to May 12th.

Mayor Wagner read some upcoming events scheduled: Yard waste pickup will begin on April 17th and the City-wide pickup will be April 26th, 27th and 28th.

Chevron will conduct tours of the former Texaco Refinery property on May 10th.

A classic car show April 8th, on the City square raised over $5,000 dollars and all proceeds will benefit the Lawrence County Cancer Resource Center and Wig Shop.

Blacketer made a motion to adjourn. Holcomb seconded the motion. The motion was approved by voice vote. Time: 7:36 p.m.
