Arcola City Council met April 3.

Here is the minutes provided by the Council:

Mayor Ferguson called the meeting to order at 7:00 p.m. Members present were Alderpersons Key, Guyot, Foran, Huckstep, Smith and Moore. City Administrator Wagoner and Treasurer Harvey were also present. Attorney Bequette were also present.

Pledge of allegiance: Alderwoman Key led the council and audience in the Pledge of Allegiance.

Public Comment: There was none.

Approval of March 20, 2017 Council meeting minutes: Alderwoman Key moved to approve the March 20, 2017 council meeting minutes as presented and was seconded by Alderman Guyot. Roll call vote, all ayes. Motion carried.

Approval of March 18 – March 31, 2017 Bills: Alderwoman Moore moved to approve the March 18 – March 31, 2017 bills as presented and was seconded by Alderman Foran. Roll call vote, all ayes. Motion carried.

Approval of the Treasurer’s Report for March: Alderwoman Moore moved to approve the Treasurer’s report for March and was seconded by Alderman Smith. Roll call vote, all ayes. Motion carried.

Approval of the March Zoning Officer’s Report: The Zoning Officer reported 2 permits issued in the month of March with valuation of $25,200 and $100.80 in fees collected. There also was 1 Special Use Permit issued with a fee of $45 collected. Alderman Foran moved to approve the March Zoning Officer’s report as presented and was seconded by Alderman Smith. Roll call vote, all ayes. Motion carried.

Consider and Approve Donation Request for the Arcola Jaycee’s Easter Egg Hunt: Alderwoman Moore moved to approve a donation in amount of $100 for the Arcola Jaycee’s Easter egg hunt. Alderwoman Key seconded the motion. Roll call vote, all ayes. Motion carried.

Report from the Tif Advisory Committee: The TIF Advisory Committee met March 22nd reviewed and recommended the council approve a request from Mark and Shelley Thomas for a TIF Storefront Grant for exterior repairs to building located at 126 E. Main. Alderman Foran moved to accept the recommendation of the TIF Advisory Committee and was seconded by Alderwoman Huckstep. Roll call vote, all ayes. Motion carried.

Consider and Approve Ordinance No. 17-Z-2, An Ordinance Granting A Special Use Permit to Charles Lyons – 347 W. Jefferson: Alderman Smith moved to approve Ordinance No. 17-Z-2 and was seconded by Alderwoman Moore. Roll call vote, all ayes. Motion carried.

Consider and Approve Leave of Absence for Sebastian Rivera – Military Training: Alderman Smith moved to approve unpaid leave of absence for Sebastian Rivera – military training. Alderman Guyot seconded the motion. Roll call vote, all ayes. Motion carried.

Committee Reports:

Alderwoman Key- Had nothing at this time.

Alderman Guyot- Had nothing at this time.

Alderman Foran- Reported the Street & Alley Committee met prior to this meeting and discussed vacating an alley that we are not sure we own. Andrew is doing title search. Also discussed MFT. Jim Crane will attend next meeting. Also discussed survey for leaf burning, possibly on survey monkey, water bills and newspaper. Reminded that city picks up sticks and brush the 1st and 3rd Mondays each month. City is taking bids for street signs. The signs must be compliant with state.

Alderwoman Huckstep- Had nothing at this time.

Alderman Smith- Reported the Employee Relations Committee met prior to this meeting and discussed leave of absence and COLA raises. 

City Administrator Wagoner stated that the city has a contract with Homefield Electric for aggregation for residence and small businesses with a locked in rate of .06 cents a kilowatt hour. Other companies have been calling on local residence and pressuring them to change.

Mayor Ferguson reminded everyone of the CIMOA meeting on April 20th.

As this concluded the business of the meeting, Alderwoman Huckstep moved to adjourn and was seconded by Alderwoman Key. Council approved unanimously by voice vote.
