Lawrenceville City Council approves purchase of vehicle for the Utility Department

CITY OF LAWRENCEVILLE, ILLINOIS

FEBRUARY 9, 2017

MINUTES

The Council of the City of Lawrenceville, Lawrence County, Illinois met in regular session in the City Council Chambers of the City Hall Building on Thursday, February 9, 2017 at the hour of 7:00 p.m. The following Aldermen were present on roll call: Fritch, Holcomb, Stevens, Courtney, Howder and Lynn. Absent: Blacketer and Waldrop.

Mayor Wagner called the meeting to order. Mrs. Fritch gave the prayer. All present then recited the Pledge of Allegiance while facing the flag.

The Council had earlier received copies of the minutes of the regular Council meeting of January 12, 2017. Mayor Wagner asked for questions or comments. Lynn made a motion to approve the minutes of the meeting of January 12,, 2017. Stevens seconded the motion. Motion passed on a voice vote.

The Council had earlier received copies of the bills of the City, Sewer and Water Departments for January. Mayor Wagner asked for questions or comments. Courtney made a motion to approve paying the bills for December. Holcomb seconded the motion. Motion passed on a roll call vote 6-0-2. Yeas: Holcomb, Fritch, Stevens, Courtney, Howder and Lynn. Nays: None. Absent: Waldrop and Blacketer.

Mayor Wagner reported the City’s accounts to the Council. The City working budget is 3% under budget into the 16-17 fiscal year. Mayor Wagner praised all City employees for their hard work and dedication to the City.

Mayor Wagner, in a brief State of the City address, said “The City is moving in the right direction. City workers are working hard, the Police are doing a good job and my job has been easier because everybody is trying and working hard at it. 2016 was successful; the City is looking forward to more progress in 2017.”

Jill Deckard of the Delta Theta Tau Sorority addressed the Council. Delta Theta Tau Sorority provides eye glasses and exams for Lawrence County school children, maintain the Teen Center and provide Thanksgiving food baskets to people within the community. Delta Theta Tau Sorority requested a stipend for the upkeep and maintenance needs of the Teen Center; the stipend would come from the city’s portion of gambling machine taxes.

Mayor Wagner asked for questions or comments. Courtney made a motion for a $500.00 stipend to Delta Theta Tau Sorority. Stevens seconded the motion. Motion passed on a roll call vote 6-0-2. Yeas: Holder, Fritch, Lynn, Holcomb and Stevens. Nays: None. Absent: Waldrop and Blacketer.

Aaron Tipsword, assistant Superintendent of the Utilities Department addressed the Council. The Utility Department had permission to look for a new utility truck in the local area; the best option was Silverthorne Ford in Robinson, IL. The vehicle lists over $40,000.00, after a rebate of $4,500.00 and a municipal fleet discount of $5,800.00, the vehicle price will be $35,404.00. Tipsword, of the Utility Department, asked the City to purchase a 2016 Ford F250, 4×4 truck with utility bed for $35,404.00.

Mayor Wagner asked for questions or comments. Fritch made a motion to purchase a new vehicle for the Utility Department for $35,404.00. Stevens seconded the motion. Motion passed on a roll call vote 6-0-2. Yeas: Courtney, Fritch, Howder, Holcomb, Lynn and Stevens. Nays: None. Absent: Waldrop and Blacketer.

Mayor Wagner reported to the Council that the Yost Development plat for the Indian Trail Apartments, LP has been recieved to be sign and approved by the City.

Mayor Wagner asked for questions or comments. Courtney made a motion to approve the plat, provided by Yost Development. Fritch seconded the motion. Motion passed on a roll call vote 6-0-2. Yeas: Courtney, Fritch, Howder, Lynn, Holcomb and Stevens. Nays: None. Absent: Waldrop and Blacketer.

Mayor Wagner informed the Council that Boy Scout Troop 245 has helped the City on several projects. The Boy Scout Troop 245 is asking for a stipend to help with expenses.

Mayor Wagner asked for questions or comments. Lynn made a motion for a stipend of $500.00 to Boy Scout Troop 245. Fritch seconded the motion. Motion passed on a roll call vote 6-0-2. Yeas: Holcomb, Howder, Courtney, Fritch, Stevens Holcomb and Lynn. Nays: None. Absent: Waldrop and Blacketer.

Mayor Wagner noted that the “Southern Illinois Spring Classic” is requesting a stipend to help Kids Shopping Day. Kids Shopping Day helps children county wide start their school year.

Lynn made a motion for a $250.00 stipend to the “Southern Illinois Spring Classic”. Courtney seconded the motion. Motion passed on a roll call vote 6-0-2. Yeas: Holcomb, Courtney, Fritch, Stevens, Lynn and Howder. Nays: None. Absent: Blacketer and Waldrop.

Mayor Wagner informed the Council that the “After Prom Committee” is asking for a donation (monetary or other). Courtney recommended giving season passes to the City’s park pool.

Mayor Wagner asked for questions or comments. Courtney made a motion to give the “After Prom Committee” season passes to the park pool. Holcomb seconded the motion. Motion passed on a voice vote.

Mayor Wagner reported that the City’s franchise cable provider New Wave Communications has been sold to Cable 1 Inc.

Mayor Wagner noted that the Finance, Utilities and Bargaining Committees will meet before the next Council meeting.

Delta Theta Tau Sorority will have a bingo fundraiser on February 26th.

Lawrence County United Fund will have a bingo fundraiser on March 4th.

Lynn made a motion to adjourn. Holcomb seconded the motion. The motion was approved by voice vote. Time: 7:47 p.m.
