The Arcola City Council met Dec. 19 to amend the city fine schedule.

The Arcola City Council meets at 7:30 p.m. on the first and third Monday of each month. Meetings are held at the Municipal Building, 114 N. Locust St.

MINUTES OF THE REGULAR ARCOLA CITY COUNCIL MEETING Monday, December 19, 2016

Mayor Ferguson called the meeting to order at 7:00 p.m. Members present were Alderpersons Moore, Guyot, Foran, Huckstep and Smith. Alderwoman Key was not present. City Administrator Wagoner, Chief Phillips and Attorney Bequette were also present. Treasurer Harvey was not present.

PLEDGE OF ALLEGIANCE Alderwoman Moore led the council and audience in the Pledge of Allegiance.

PUBLIC COMMENT There was none.

APPROVAL OV DECEMBER 05, 2016 COUNCIL MEETING MINUTES Alderman Foran moved to approve the December 05, 2016 council meeting minutes as presented and was seconded by Alderman Smith. Roll call vote, Moore, abstain; Guyot, aye; Foran, aye; Huckstep, aye; and Smith, aye. Motion carried.

APPROVAL OF DECEMBER 03 – DECEMBER 16, 2016 BILLS Alderwoman Moore moved to approve the December 03 – December 16, 2016 bills as presented and was seconded by Alderman Guyot. Roll call vote, all ayes. Motion carried.

CONSIDER AND APPROVE ORDINANCE NO. 16-S-16, AN ORDINANCE REGULATING TRAVEL, MEAL AND LODGING EXPENSES Alderman Smith moved to approve Ordinance 16-S-16 and was seconded by Alderman Foran. Roll call vote, all ayes. Motion carried.

CONSIDER AND APPROVE ORDINANCE NO. 16-C-7, AN ORDINANCE AMENDING CHAPTER 13 OF THE ARCOLA MUNICIPAL CODE – POSSESSION OF CANNABIS Alderwoman Huckstep moved to approve Ordinance No. 16-C-7 and was seconded by Alderman Guyot. Roll call vote, all ayes. Motion carried.

CONSIDER AND ADOPT AMENDED FINE SCHEDULE Alderman Foran moved to adopt the Amended Fine Schedule and was seconded by Alderwoman Huckstep. Roll call vote, all ayes. Motion carried.

CONSIDER AND APPROVE MODIFICATION OF LOAN AGREEMENTS WITH AIKMAN WILDLIFE Alderwoman Moore moved to approve allowing Attorney Bequette to write a modification of loan agreements with Aikman Wildlife. Alderman Foran seconded the motion. Roll call vote, all ayes. Motion carried.

COMMITTEE REPORTS

Alderwoman Moore Had nothing at this time.

Alderman Guyot Had nothing at this time.

Alderman Foran Stated he felt Gary and guys did a great job with ice recently.

Alderwoman Huckstep Reported the Health, Sanitation, Trash and Recycling Committee met prior to this meeting and discussed leaf burning. Also discussed people selling food out of homes without permits.

Alderman Smith Had nothing at this time.

As this concluded the business of the meeting, Alderwoman Huckstep moved to adjourn and was seconded by Alderman Smith. Council approved unanimously by voice vote.
