Illinois family services department reviews new proposals

The Illinois Department of Children and Family Services met Oct. 25 to review new proposals.

Illinois Department of Children and Family Services Institutional Review Board Meeting Minutes October 25, 2016 CHICAGO Debra Dyer Robin Albritton Brooke Taylor ON PHONE Janet Ahern Mark Holzberg Arricka Newingham EXCUSED Paula Jaudes CALL TO ORDER Debra Dyer called the meeting to order at 2:02 p.m. A quorum was present. APPROVAL OF MINUTES MOTION: Janet Ahern made a motion to approve the minutes from September 27, 2016. Mark Holzberg seconded the motion, and a unanimous vote from the remaining board members carried the motion. FOLLOW UP Liz Torgersen. Sex Differences in Trauma Exposure, Trauma-Related Symptoms, Internalizing and Externalizing Symptoms and Residential Treatment Options. Female clients in residential placement would have more internalizing than externalizing behaviors. Male hormone allows for more externalizing behaviors. Northwestern IRB Needed MOTION: Janet Ahern motioned to approve the proposal. Mark Holzberg seconded the proposed motion and a unanimous vote from the remaining board members carried the motion. NEW PROPOSALS Mark Aber. Illinois United for Youth System of Care Implementation: Evaluation of CHOICES Inc. Care Management Entity PILOT. Need IRB from University of Illinois. 2 Nothing wrong with proposal. Needs to take out ‘ward’ and change to youth in care. MOTION: Janet Ahern motioned to approve the proposal. Mark Holzberg seconded the proposed motion and a unanimous vote from the remaining board members carried the motion. Alissa Conde. EMPOWER: Embracing Mindfulness, Peace, Originality, Well-Being, Efficacy and Resiliency -- AMENDMENT. No comments. MOTION: Robin Albritton motioned to approve the proposal. Arricka Newingham-Cravens seconded the proposed motion and a unanimous vote from the remaining board members carried the motion. Richard Epstein. Evaluation of DCFS Therapeutic Foster Care. Problem with the submission only. Should send copy of the program plan that they are evaluating so that the board is making an informed decision. MOTION: Motion made to table the proposal. Friedhelm Wulczyn. Racial Differences in Running Away from Foster Care: Structural Inequalities Embedded in the Use of Congregate Care. Board would like to see full length proposal to review. MOTION: Motion made to table the proposal. Ram Yogev. PH 100: Surveillance Monitoring for ART Toxicities Study in HIV-Uninfected Children Born to HIV-Infected Women (SMARTT Study) Version 5.0. Need Medical Director’s input on this proposal. MOTION: Motion made to table the proposal until the Medical Director can weigh in. OTHER Kristen Slack Paper. No comments. Paula Jaudes Paper. Dr. Jaudes and Mark abstained from commenting. No other comments. Review/Updating of Rule 432 Research Involving Children and Families Served by the Department. Brooke will connect with Bradley Mansfield around the revisions (if needed) to Rule 432. Next meeting was scheduled for November 22, 2016 at 2 PM. 3 The meeting adjourned at 2:44 p.m.
