Arcola City Council disbands three TIF districts special tax allocation funds

Arcola City Council met Monday, Oct. 3.

The Arcola City Council meets at 7:30 p.m. on the first and third Monday of each month. Meetings are held at the Municipal Building, 114 N. Locust St.

MINUTES OF THE REGULAR ARCOLA CITY COUNCIL MEETING Monday October 03, 2016

Mayor Ferguson called the meeting to order at 7:00 p.m. Members present were Alderpersons Key, Guyot, Huckstep, Smith and Moore. Alderman Foran was not present. City Administrator Wagoner, Treasurer Harvey and Attorney Bequette were also present.

PLEDGE OF ALLEGIANCE Alderwoman Key led the council and audience in the Pledge of Allegiance.

PUBLIC COMMENT There was none.

APPROVAL OF SEPTEMBER 19, 2016 COUNCIL MEETING MINUTES Alderwoman Key moved to approve the September 19, 2016 council meeting minutes as presented and was seconded by Alderwoman Moore. Roll call vote, all ayes. Motion carried.

APPROVAL OF SEPTEMBER 17 – SEPTEMBER 30, 2016 BILLS Alderwoman Moore moved to approve the September 17 – September 30, 2016 bills as presented and was seconded by Alderman Guyot. Roll call vote, all ayes. Motion carried.

APPROVAL OF THE TREASURER’S REPORT FOR SEPTEMBER Alderwoman Moore moved to approve the Treasurer’s report for September and was seconded by Alderman Smith. Roll call vote, all ayes. Motion carried.

APPROVAL OF THE SEPTEMBER ZONING OFFICER’S REPORT The Zoning Officer reported 7 permits issued in the month of September with valuation of $3,581,000 and $14,368 in fees collected. Alderwoman Huckstep moved to approve the September Zoning Officer’s report and was seconded by Alderman Smith. Roll call vote, all ayes. Motion carried.

CONSIDER AND APPROVE SALARY INCREASE FOR POLICE OFFICERS CHANDLER JAQUES AND SEBASTIAN RIVERA – GRADUATION FROM PTI Alderwoman Key moved to approve a $0.50 per hour raise for Chandler Jaques, beginning September 20, 2016. The raise for Sebastian Rivera is tabled at this time. Alderman Smith seconded the motion. Roll call vote, all ayes. Motion carried.

CONSIDER AND APPROVE ORDINANCE NO. 16-S-9, AN ORDINANCE DISSOLVING THE SPECIAL TAX ALLOCATION FUND FOR TAX INCREMENT DISTRICT 2 AND TERMINATING THE DESIGNATION OF THE REDEVELOPMENT PROJECT AREA FOR TAX INCREMENT DISTRICT 2 AS A REDEVELOPMENT PROJECT AREA Alderwoman Key moved to approve Ordinance No. 16-S-9 and was seconded by Alderman Smith. Roll call vote, all ayes. Motion carried.

CONSIDER AND APPROVE ORDINANCE NO. 16-S-10, AN ORDINANCE DISSOLVING THE SPECIAL TAX ALLOCATION FUND FOR TAX INCREMENT DISTRICT 3 AND TERMINATING THE DESIGNATION OF THE REDEVELOPMENT PROJECT AREA FOR TAX INCREMENT DISTRICT 3 AS A REVEDELOPMENT PROJECT AREA Alderwoman Key moved to approve Ordinance No. 16-S-10 and was seconded by Alderman Smith. Roll call vote, all ayes. Motion carried.

CONSIDER AND APPROVE ORDINANCE NO. 16-S-11, AN ORDINANCE DISSOLVING THE SPECIAL TAX ALLOCATION FUND FOR TAX INCREMENT DISTRICT 4 AND TERMINATING THE DISIGNATION OF THE REDEVELOPMENT PROJECT AREA FOR TAX INCREMENT DISTRICT 4 AS A REDEVELOPMENT PROJECT AREA Alderwoman Key moved to approve Ordinance No. 16-S-11 and was seconded by Alderman Smith. Roll call vote, all ayes. Motion carried.

CONSIDER AND APPROVE SETTING TRICK OR TREAT HOURS Alderwoman Key moved to set Trick or Treat Hours on October 31, 2016 from 6:00 p.m. to 8:00 p.m. She requested everyone wishing to participate, please leave porch light on. Alderman Smith seconded the motion. Roll call vote, all ayes. Motion carried.

COMMITTEE REPORTS

Alderwoman Key Reported the Police, Ordinance &

Enforcement Committee met prior to this meeting and discussed the raises for officers. Also met new officers and dog. Reported there will be a meet & greet at the Arcola Center to meet officers and dog Friday morning at 9:00 a.m.

Alderman Guyot Had nothing at this time.

Alderwoman Huckstep Had nothing at this time.

Alderman Smith Had nothing at this time.

Alderwoman Moore Reported the Budget & Finance Committee met prior to this meeting. Kelsey Swing with Gilbert, Metzger, and Madigan reviewed the City’s completed audit.

A Park Committee meeting was requested prior to next meeting.

The Lions Club will be collecting for Candy Days on October 15, 2016 at the intersection of Rts. 45 & 133.

As this concluded the business of the meeting, Alderwoman Huckstep moved to adjourn and was seconded by Alderman Smith. Council approved unanimously by voice vote.
