The Mattoon Community Unit School District 2 Board of Education met Sept. 13 to present the Academic Excellence Grant Awards.

"School boards have the responsibility to represent the wishes of the people and to exercise lay control of educational goals and directions. Individual board members have no legal powers. A board member's power can only be exercised through the collective board action at a publicly convened meeting. The Board of Education of Community Unit School District Number Two met at 7:00 P.M., on Tuesday, September 13, 2016, in the Board of Education and Administrative Offices, 1701 Charleston Avenue, Mattoon, Illinois.
The meeting was called to order by Board President Michelle Skinlo.

RECEPTION OF VISITORS: Board President Michelle Skinlo welcomed all visitors present and opened the floor to those wishing to address the Mattoon Board of Education on agenda and non-agenda items.
Agenda:
Presentation of MHS Yearbooks – Ashley Wiberg, Sponsor, and Yearbook Students Yearbook sponsor Ashley Wiberg introduced the following yearbook students, Editor in Chief Mattie Eaton and student staff member Kaylee Sego who assisted with the development of the 2015-16 Mattoon High School yearbook.
The title of the 2015-16 yearbook is “180 Degrees in 180 Days”. Student presenter Mattie Eaton explained the book was designed to show how much students changed throughout the school year.
The 100th anniversary of the MHS Yearbook was also being celebrated this year.
Presentation of the Mattoon Foundation for Academic Excellence Grant Awards – Brian Hinton
Mattoon Foundation for Academic Excellence President Brian Hinton presented information to the Board of Education regarding the 2016-17 Teacher Grant Awards which included past grant recipients, the purpose of the grants, and the 2016-17 grant award winners:
CONSENT AGENDA: The Consent Agenda, consisting of the following items, was
presented to the Board for approval:
- Approval of the minutes of the Regular Meeting of the Board of Education held on August 9, 2016 and of the Executive Session Meeting of the Board of Education held on August 9, 2016

5. Daytona Beach, FL on May 3-9, 2017.- Approval of two Freedom of Information Reports to which the Mattoon District complied:
1. A request from One Chance Illinois out of Chicago, IL for information regarding acceleration policies, e.g., entering kindergarten early, skipping a grade, and graduating early. This request seemed to be sent to all Illinois districts;
2. A request from SmartProcedure, a Florida company, for a large request relating to all purchase orders.

CONDUCT PUBLIC HEARING CONCERNING THE ADOPTION OF THE FISCAL YEAR 2017 BUDGET FOR MATTOON C.U.S.D. #2 COLES, CUMBERLAND, MOULTRIE, AND SHELBY COUNTIES: Assistant Superintendent for Business Tom Sherman requested a motion to open a public hearing for the FY17 budget for Mattoon C.U.S.D. #2, Coles, Cumberland, Moultrie and Shelby Counties, Illinois.
Smith moved, seconded by Overton, to open the public hearing for the FY17 budget for Mattoon Community Unit School District No. 2 as presented.
A unanimous voice vote of “ayes” carried the motion.
Assistant Superintendent for Business Mr. Tom Sherman conducted a public hearing for the Mattoon C.U.S.D. #2 budget for the FY17 school year. A tentative budget was presented at the July 12, 2016 board meeting. The updated budget presented below reflects a much clearer picture of revenue and expenses since the July meeting. Mr. Sherman was happy to present a budget in the black with projected revenues of $35,915,346 and projected expenses of $35,713,260 which shows a projected balanced budget “in the black” by $202,086 for the FY17 Mattoon C.U.S.D. #2 school budget.

RECOGNITION OF MATTOON BOARD MEMBERS FROM THE ILLINOIS ASSOCIATION OF SCHOOL BOARDS (Information Item):
Superintendent Larry Lilly announced the following Mattoon Board of Education members who recently received awards from the IASB Master Board Member and/or LeaderShop Academy Program:

As a part of the Illini Division of the IASB, our Board of Education is offered professional development workshops and a LeaderShop Academy Program to help board members gain good leadership skills.
Superintendent Lilly recognized Board President Michelle Skinlo for her 25 years of service as a board member. Mrs. Skinlo stated her service was a way to give back to the community and ensure that future generations continue to receive the same quality education she and her children received in Mattoon. But most of all, she said, “I do it because I love our kids.” Mrs. Skinlo is also a board member with the Illinois Association of School Boards (IASB).
