The Arcola City Council meets at 7:30 p.m. on the first and third Monday of each month. Meetings are held at the Municipal Building, 114 N. Locust St.

PUBLIC HEARING RD APPLICATION WATER MAIN AND METER REPLACEMENT Alderwoman Moore opened the Public Hearing at 6:30 p.m. There were no questions or comments. Alderwoman Moore closed the Hearing at 6:35 p.m.
PUBLIC HEARING CDBG GRANT Alderwoman Moore opened the Public Hearing at 6:45 p.m. There were no questions or comments. Alderwoman Moore closed the Hearing at 6:51 p.m.
Alderman Smith nominated Alderwoman Moore as Mayor Pro Tem and was seconded by Alderwoman Key. Roll call vote, all ayes. Motion carried.
Mayor Pro Tem Moore called the meeting to order at 7:00 p.m. Members present were Alderpersons Key, Guyot, Huckstep and Smith. Alderman Foran was not present. City Administrator Wagoner and Attorney Bequette were also present. Mayor Ferguson and Treasurer Harvey were not present.
PLEDGE OF ALLEGIANCE Alderwoman Moore led the council and audience in the Pledge of Allegiance.
PUBLIC COMMENT There was none.
APPROVAL OF SEPTEMBER 06, 2016 COUNCIL MEETING MINUTES Alderman Smith moved to approve the September 06, 2016 council meeting minutes as presented and was seconded by Alderwoman Huckstep. Roll call vote, Moore, aye; Key, abstain; Guyot, aye; Huckstep, aye; Smith, aye. Motion carried.
APPROVAL OF SEPTEMBER 03 – SEPTEMBER 16, 2016 BILLS Alderwoman Key moved to approve the September 03 – September 16, 2016 bills as presented and was seconded by Alderman Guyot. Roll call vote, all ayes. Motion carried.
CONSIDER AND APPROVE ORDINANCE NO. 16-C-4, AN ORDINANCE AMENDING CHAPTER 22 OF THE ARCOLA MUNICIPAL CODE Alderwoman Key moved to approve Ordinance 16-C-4 and was seconded by Alderman Smith. Roll call vote, all ayes. Motion carried.
CONSIDER AND APPROVE THE APPOINTMENT OF RICK YORK TO ZONING BOARD OF APPEALS AND THE PLANNING COMMISSION Alderwoman Huckstep moved to approve the appointment of Rick York to Zoning Board of Appeals and the Planning Commission. Alderman Guyot seconded the motion. Roll call vote, all ayes. Motion carried.
CONSIDER AND APPROVE RESOLUTION NO. 16-R-4, A RESOLUTION OF SUPPORT FOR A CDAP PUBLIC INFRASTRUCTURE CONSTRUCTION GRANT APPLICATION FOR WATER SYSTEM IMPROVEMENTS AND COMMITMENT OF CITY FUNDS TOWARDS THE PROJECT Alderwoman Key moved to approve Resolution 16-R-4 and was seconded by Alderman Smith. Roll call vote, all ayes. Motion carried.

As this concluded the business of the meeting, Alderwoman Huckstep moved to adjourn and was seconded by Alderwoman Key. Council approved unanimously by voice vote.
