APPROVAL OF MINUTES:

1) *MINUTES: Public Hearing and Regular City Council Meeting for September 20, 2016.

AUDITING CLAIMS:

2) *PAYROLL: Regular Pay Period for September 17, 2016.

3) *BILLS PAYABLE: October 7, 2016.

ACTION ITEMS:

4) *RAFFLE LICENSE: 5:00 o'clock Floozies Club at Lefty's Holler on November 4, 2016 at 6:00 p.m. to raise funds for a Hoveround® motorized scooter for Michele Drake.

5) RESOLUTION: Authorizing Temporary Street Closure for Annual "Christmas in the Heart of Charleston" Celebration.

6) RESOLUTION: Authorizing Street Closure for Charleston High School Homecoming Parade on September 30, 2016.

7) RESOLUTION: Authorizing Street Closure for EIU Homecoming Parade on October 22, 2016.

8) RESOLUTION: Authorizing Street Closure for Jefferson Elementary Grade School Halloween Parade on October 28, 2016.

9) RESOLUTION: Authorizing the City to issue a renewal of License Agreement with Charleston Water Fowl Association to use and regulate hunting activities at Lake Charleston.

10) ANNOUNCEMENT: Mayor's Announcement of Trick or Treat Hours on Monday, October 31, 2016, from 5:00 to 8:00 p.m.

PUBLIC PRESENTATIONS, PETITIONS & COMMUNICATIONS:

This portion of the City Council meeting is reserved for anyone wishing to address Council. The Illinois Open Meetings Act (5 ILCS 120/1) mandates NO action shall be taken on matters not listed on this agenda, but Council may direct staff to address the topic or refer the matter for action on a subsequent agenda. Please provide City Clerk with name & address; speak into microphone; limit presentation to 3 minutes; and avoid repetitious comments. Thank you.

EXECUTIVE SESSION: An Executive Session will be held to discuss pending or imminent litigation pursuant to 5 ILCS 120/2 (c)(11); the purchase or lease of real property pursuant to 5 ILCS 120/2 (c)(5); the setting of a price for sale or lease of City-owned property pursuant to 5 ILCS 120/2 (c)(6); and personnel matters pursuant to 5 ILCS 120/2 (c)(1).
