Arcola City Council meets to approve reports

Members of the Arcola City Council met Tuesday, Sept. 6.

The Arcola City Council meets at 7:30 p.m. on the first and third Monday of each month. Meetings are held at the Municipal Building, 114 N. Locust St.

Here are the meeting minutes as provided by the Arcola City Council:

MINUTES OF THE REGULAR ARCOLA CITY COUNCIL MEETING Tuesday, September 06, 2016

Mayor Ferguson called the meeting to order at 7:00 p.m. Members present were Alderpersons Smith, Moore, Guyot, Foran and Huckstep. Alderwoman Key was not present. City Administrator Wagoner, Treasurer Harvey and Attorney Bequette were also present.

PLEDGE OF ALLEGIANCE Alderman Smith led the council and audience in the Pledge of Allegiance.

PUBLIC COMMENT There was none.

APPROVAL OF AUGUST 15, 2016 COUNCIL MEETING MINUTES Alderman Foran moved to approve the August 15, 2016 council meeting minutes as presented and was seconded by Alderman Smith. Roll call vote, all ayes. Motion carried.

APPROVAL OF AUGUST 13 – SEPTEMBER 02, 2016 BILLS Alderwoman Moore moved to approve the August 13 – September 02, 2016 bills as presented and was seconded by Alderman Foran. Roll call vote, all ayes. Motion carried.

APPROVAL OF THE TREASURER’S REPORT FOR AUGUST Alderwoman Moore moved to approve the Treasurer’s Report for August and was seconded by Alderwoman Huckstep. Roll call vote, all ayes. Motion carried.

APPROVAL OF THE AUGUST ZONING OFFICER’S REPORT The Zoning Officer reported 2 permits issued in August with valuation of $41,615 and $106.70 in fees collected. Alderman Foran moved to approve the August Zoning Officer’s report as presented and was seconded by Alderman Smith. Roll call vote, all ayes. Motion carried.

CONSIDER AND APPROVE ORDINANCE NUMBER 16-Z-6, VARIANCE FOR GARY & KARLA LAMPE Alderman Foran moved to approve Ordinance Number 16-Z-6 and was seconded by Alderwoman Huckstep. Roll call vote, all ayes. Motion carried.

CONSIDER AND APPROVE ORDINANCE NO. 16-C-4, AN ORDINANCE AMENDING CHAPTER 22 OF THE ARCOLA MUNICIPAL CODE This Ordinance is restricting parking on the north side of Main at the corner of Main and Locust Streets to compact cars only. The owners of the Arcola Emporium and Main Design were present and ask the council to table this at this time. They feel that changing the 2 parking spaces directly in front of the Arcola Emporium would hurt the Main Design business. Several of their clients are elderly and park in these spaces. Very few of them drive compact cars. The owners of these businesses and the council agreed to change the ordinance to restricting 1 parking space at this time. The Council agreed to table this at this time.

CONSIDER AND APPROVE ORDINANCE NO. 16-S-8, TIF REDEVELOPMENT AGREEMENT – ARCOLA EMPORIUM – STOREFRONT GRANT Alderman Foran moved to approve Ordinance No. 16-S-8 and was seconded by Alderwoman Moore. Roll call vote, all ayes. Motion carried.

CONSIDER AND APPROVE NEW RATE STRUCTURE FOR CONTRACTUAL SERVICES TO WEST PRAIRIE WATER COMPANY Alderman Guyot moved to approve New Rate Structure for Contractual Services to West Prairie. This new rate structure is a 3% increase. Alderman Smith seconded the motion. Roll call vote, all ayes. Motion carried.

COMMITTEE REPORTS

Alderman Smith Had nothing at this time.

Alderwoman Moore Had nothing at this time.

Alderman Guyot Reported the Water & Sewer Committee

met prior to this meeting and discussed the cost for work on sewer and replacing some water mains.

Alderman Foran Reported the Street & Alley Committee met prior to this meeting and discussed the compact car ordinance, Washington St. drainage and rerouting run-off to northeast side of town.

Alderwoman Huckstep Had nothing at this time.

As this concluded the business of the meeting, Alderwoman Moore moved to adjourn and was seconded by Alderman Smith. Council approved unanimously by voice vote.
