Marshall City Council discusses various motions

Members of the Marshall City Council met Monday, June 27.

The Marshall City Council, which includes six members and the mayor, meets at 7:30 p.m. on the second and fourth Monday of each month at City Hall, 201 S. Michigan Ave.

Here are the meeting minutes as provided by the Marshall City Council:

MINUTES OF THE MONDAY, JUNE 27, 2016, CITY COUNCIL MEETING

The regular meeting of the City Council was called to order at 6:30 P.M., with Mayor Camie Sanders presiding. Upon roll call, all council members were present.

Sanders made a motion, seconded by Raisner, to approve the minutes of the previous meeting as written. Upon roll call, all council members voted for. Motion carried.

The State of the City Address was postponed till a later date.

LeFever made a motion, seconded by McKittrick, to adopt ORDINANCE NO. 2016-O-10, an Ordinance Waiving Automatic Increase Set Forth in Chapter 86, Utilities, Article IV. Water Service. Sec. 86-107. Charges & Rates for Watery System. Upon roll call, all council members voted for. Motion carried.

Raisner made a motion, seconded by Strait, to adopt ORDINANCE NO. 2016-O-11, an Ordinance Authorizing the Sale of a 1989 McGraw-Edison Transformer to the City of Carmi in the amount of $25,000. Upon roll call, all council members voted for. Motion carried.

Raisner made a motion, seconded by Sanders, to adopt RESOLUTION NO. 2016-R-07, a Resolution Ascertaining the Prevailing Rate of Wages for Laborers, Workers & Mechanics Employed in Public Works. Upon roll call, all council members voted for. Motion carried.

There was no discussion on the temporary funding of Safe Routes to School due to the State Budget. If the City funded the project before the State Budget was set, the grant funding would be lost.

Macke made a motion, seconded by Sanders, to adjourn to Executive Session to discuss Personnel at 6:47PM. Upon roll call, all council members voted for. Motion carried.

Raisner made a motion, seconded by Sanders, to adjourn to Open Session at 7:05PM. Upon roll call, all council members voted for. Motion carried.

Strait made a motion, seconded by LeFever, to adopt ORDINANCE NO. 2016-O-12, an Ordinance Setting & Establishing the Rates of Payment for Various Employees of the City of Marshall, IL for Fiscal Year Commencing on the First Day of May, 2016 and Ending on the 30th Day of April, 2017. Upon roll call, all council members voted for. Motion carried.

Sanders made a motion, seconded by Strait, to approve the appointment of Cory Sheehy as Director of Public Works. Upon roll call, all council members voted for. Motion carried.

Sanders made a motion, seconded by Wallace, to approve the appointment of Duane Low as Superintendent of Public Works. Upon roll call, all council members voted for. Motion carried.

Strait made a motion, seconded by Sanders, to approve the appointment of Joel Sims as Senior Technician. Upon roll call, all council members voted for. Motion carried.

Sanders made a motion, seconded by Wallace, to approve the appointment of Nancy Smitley as Office Manager. Upon roll call, all council members voted for. Motion carried.

Strait made a motion, seconded by Sanders, to approve the appointment of Chris Smithson as Chief of Police. Upon roll call, all council members voted for. Motion carried.

Strait made a motion, seconded by LeFever, to approve the appointment of Pam Hefner as City Collector until December 31, 2016. Upon roll call, all council members voted for. Motion carried.

Sanders made a motion, seconded by Wallace, to approve the appointment of Richard James as City Attorney. Upon roll call, all council members voted for except LeFever, LeFever voted against. Motion carried.

LeFever made a motion, seconded by Raisner, to pay bills as presented in the amount of $166,889.76. Upon roll call, all council members present voted for. Motion carried.

LeFever made a motion, seconded by Wallace, to pay Wal-Mart Community $1,056.91. Upon roll call, all council members present voted for except Raisner. Raisner did not vote due to the nature of her employment. Motion carried.

Being no further business, LeFever made a motion, seconded by McKittrick, to adjourn. Upon roll call, all council members present voted for. Motion carried. Meeting adjourned at 7:43 P.M.
