Robinson Public Library District reviews 2016-2017 budget

The Robinson Public Library District board of trustees met Saturday, June 25.

June 25, 2016

A. President Bob Laswell called the meeting of the Robinson Public Library District’s Board of Trustees to order at 8:50 a.m. on Saturday, June 25, 2016, in the Carnegie Room of the Robinson Public Library.

Members Present: Bob Laswell, Debbie Walls, Debbie Scott, Elmer Hale, and Keith Boyd

Members Absent: Julie Sandschafer and Michael Garrard

Staff Present: Breyanna Weaver and Jerry Barker

Staff Absent:

Breyanna Weaver read Julie Sandschafer’s Trustee Board resignation letter. It was with regret that her resignation was accepted. After a brief discussion, Bob Laswell appointed Wendy Kastner to replace Julie.

B. Minutes of the May 2016 Meeting: The May 21, 2016 meeting minutes stand approved as corrected.

C. Public Comments - There was no public in attendance.

D. Financials

1. Check Register: After review, a motion was made by Debbie Scott and seconded by Debbie Walls, “that the May 2016 check registers be approved.” The motion carried.

2. Aged Payables: The Board reviewed the May 2016 aged payables report.

3. Income & Budget Statement: After Board review, the May 2016 financials are filed for audit.

4. Investments and Reserves: The Board reviewed the District’s May 2016 investments, rates, reserves, interest income and check register details.

5. Interfund Loan Policy: After Board review, Debbie Walls made a motion and Keith Boyd seconded, “that the Interfund Loan Policy is approved.” Motion carried.

6. 2016 – 2017 Budget: After the Trustees reviewed the Budget Summary, Debbie Scott made a motion and Elmer Hale seconded, “that the Fiscal Year 2017 Proposed Budget is approved.” The motion passed.

E. President’s Report

1. Old Business: NA

2. New Business:

a. Ordinance FY 2016-1: Prevailing Wage Ordinance – After a short review, Debbie Walls made a motion and Keith Boyd seconded, “that Ordinance FY 2016-1: Prevailing Wage Ordinance is approved.” The motion passed.

b. Ordinance FY 2016-2: Meeting Dates – After the Board reviewed, Debbie Scott made a motion and Keith Boyd seconded, “that Ordinance FY 2016-2: Meeting Dates is approved.” The motion carried.

c. Ordinance FY 2016-3: Annual Budget and Appropriation Legal Notice – Breyanna Weaver will publish Ordinance FY 2016-3: Annual Budget and Appropriation’s legal notice.

d. Ordinance FY 2016-4: Special Reserve Fund – After brief review, Debbie Walls made a motion and Elmer Hale seconded, “that Ordinance FY 2016-4 Special Reserve Fund is approved.” The motion passed.

e. Review Disaster Plan: The Board reviewed the updated Disaster Plan.

f. Other New Business: NA

F. Director’s Report

* Summer Reading Programs are off to a great start at all libraries! We are looking forward to a fun-filled summer. The libraries have been a lot busier since school has been out! We are seeing many more families using the library!

* Goff’s were called to the Robinson Library to repair an air conditioner that was frozen up. They also cleared the ALP air conditioning drain and will be back to replace the women’s & men’s restroom faucets. They also had to repair the commode in the men’s restroom.

Note: Goff’s did alert us that several of our older air conditioning units are no longer manufactured. Parts are still available, but they don’t know for how long.

* The flower garden near the Newlin Hallway is now completed after finally receiving our topsoil.

* We had a FOIA request that was complied with in accordance with the law.

* Jodi Truitt, Kemper CPA, and her team will be here the week of July 25th to begin the annual audit.

* Hutsonville Library had more computer issues after reporting all is well. Mike, Lazerware, did troubleshoot the issue and temporarily got them up and running. HHS is hoping to eliminate the problem when other equipment arrives.

G. Adult Learning Partners - The Board reviewed the Adult Learning Partners’ letter.
